August 5, 1958
The meeting was called to order by the Chairman, Edward W. Withrow at
7:40 P.M. Members present were James C. Keese, G. H. Palmes, Roy A.
Portner, Robert W. Sears, and Edward W. Withrow. Dr, Lee entered the
meeting later. Members absent were: John D.`Hartman.
Minutes
The minutes of the meeting of July 23, 1958, were approved as
approved
presented.
Hearing on
The matter of a variation in the set -bank requirements on Vassar
set -back
variation
Avenue and Columbia Road, referred to the Planning and Zoming Board by the
City Council was presented. Mr. ,Harold Stroh requested a variation in
the set back on Vassar Avenue in South College Heights 5th Subdivision
from 30 feet to 25.2 feet. The matter was discussed. The Chairman called
for a general discussion of setback requirements of corner lots from the
several subdividers who were present. They suggested that the set backs
on feeder and development streets be made less - a minimum of 15 foot set-
back. They also recommended that the set -back requirements be made
flexible, to be worked out with each subdivision. Mr. Portner moved
that the Board recommend to the City Council Mr. Stroh be allowed the
variation in the set -back on Vassar Avenue from 30 feet to 25.2 feet.
The motion was seconded by Dr. Lee and upon the affirmative vote of all
members present the Chairman declared the potion passed.
Proposed
Mr. Ben Olds presented his proposed subdivision located on the Beatty
Beatty land
Subdivision
land in the Wi of W1 of Section•15, Township 7 North, Range 69 West of the
presented
6th P.M. This was discussed at length. Mr. Olds stated he was willing to
dedicate a. street south off West Plum Street if Mr. Fred Whitaker and
Mr. Joe Cook would dedicate Lot 5 of the G. J. Reid Subdivision as a
street. Mr. Whitaker and Mr. Cook said they are willing to dedicate

Lot 5 of the 0. J. Reid,Subdivision as a street. Mr. Palmes moved that
the proposed subdivision be approved subject to the reserve of a 60 foot
right-of-way and subject to contour maps and drainage maps being drawn and

submitted to the Board. Mr. Portner seconded the motion and the

Chairman declared the motion passed upon the affirmative vote of all
members present.
Highlander
Dr. Honatein presented the revised Preliminary Master Plan of
Heights Subd.
Preliminary
Highlander Heights Subdivision. The matter was discussed at,length.
Master Plan
presented
It was moved by Mr. Palmes and seconded by Mr. Keese that the Master
Plan of Highlander Heights Subdivision, part of the SWJ Section 18,
Township 7 North, Range 69 West of the 6th P.M., be approved subject
to the details being worked out and presented to the Board. Upon the
affirmative vote of all members present the Chairman declared the
motion passed.
Federal
Harold Beiisr, Planning Consultant, gave a report on the Federal
Planning
Project
Planning Project. Hetold the Board he had talked with Mr. J. K. Smith
Report
and Mr. Smith suggested that he begin working on each of the sections
of the report that are left. Mr. Beier reported that the Federal Planning
Project is half finished.
Meeting
It was moved by Mr. Sears and •seconded by Mr. Palmas that the meeting
adjourned
be adjourned. The Chairman declared the motion passed upon the affirmative
vote of all members present.
