HomeMy WebLinkAboutPlanning And Zoning Board - Minutes - 12/03/1968MINUTES OF MEETING PLANNING AND ZONING BOARD CITY OF FORT COLLINS, COLORADO December 3, 1968 Call to Order: The meeting of December 3, 1968 was called to order at 7:30 p.m. by the Chairman, Don Stuart. Members Present: Lynn Anduss, Marcile Wood, Chuck Bowling, Don Stuart, Tom Coffey, City Manager, Don Reynolds, Planning Director, Bob Engelke, Assistant Planning Director and Art March, Jr. Asst. City Attorney. Item #1 Approval of minutes for meeting of November 6, 1968. Item #2 #48-68 Consider Annexation Petition of Robert T. Smith involving 4.6 acres with R-P, Planned Residential Zoning. Jim Beatty: Attorney for Dr. Smith - Presented the annexation petition with requested R-P zoning. Opposed: Those speaking in opposition included Mrs. Thayer who presented letters for some people unable to attend the meeting, and Mr. Thayer spoke in opposition to apartment zoning next to the estate area. Mr. Britzman of Nelson, Haley, Patterson & Quirk, Engineering Consultants spoke for some of • the residents of the area in opposition to the zoning requested. He referred to the Plan for Progress and densities. Gene Allen: Spoke for the requested zoning. He pointed out the need for apartments and stated that R-P was not in conflict with the Plan for Progress. Jim Beatty: Summarized the petitioner's arguments. Marcile Wood: Moved to approve the request. Lynn Anduss: Seconded the motion. All Ayes. Item #3 #45-68 Consider Preliminary Plan of the Elliott - Miller Foothills West Subdivision involving 41 acres with B-L, R-H, R-M, and R-L Zoning. #46-68 Consider Rezoning Petition involving 10 acres from R-L Low Density Residential to R-M, Medium Density Residential. (These two items were considered together with separate action) Garth Rodgers: Attorney for Alvin Miller - Presented the request. Don Reynolds: Discussed the request and recommended favorably. Tom Coffey: #46-68 - Moved to recommend the R-H become R-M and the R-L become R-M. Motion was seconded. All Ayes. Marcile Wood: #45-68 - Moved to approve the plat. Lynn Anduss: Seconded the motion. All Ayes. Item #4 #50-68 Consider revised Unit Development Plan of Parkwood Meadows involving 6.72 acres with R-P, Planned Residential Zoning. Gary Haxton: Presented revised Unit Development Plan for s` PLANNING & ZONING BOA*- MINUTES Page 2 0 December 3, 1968 Parkwood Meadows - reduction in density to approximately that • of R-L. Lynn Anduss: Moved approval. Motion was seconded. All Ayes. Item #5 #51-68 Consider Rezoning Petition involving approximately 2 acres from R-H, High Density Residential to B-G, General Business Zone. This item was recommended for denial due to a lack of evidence supporting the petition. None of the petitioners were present. Tom Coffey: Moved denial of the petition. Lynn Anduss: Seconded the motion. All Ayes. Item #6 #52-68 Consider Preliminary Plat of Fairview "West" Seventh Filing involving 22 lots with R-L zoning. Don Reynolds: Presented plat and recommended approval subject to the developer improving Clearview Street where it abutted the park. Bartran agreed to do so. Lynn Anduss: Moved approval subject to improving Clearview Street. Chuck Bowling: Seconded the motion. All Ayes. Item #7 #54-68 Consider Rezoning Request (County Referral) involving • approximately 2 acres from "R" Residential to "T" Tourist. Virgil Magerfleisch: Presented the request and explained That it was for a wood utilization lab. Marcile Wood: Moved approval. Chuck Bowling: Seconded the motion. All Ayes. Lynn Anduss was appointed to act as Chairman for Item #8. Item #8 #53-68 Consider Subdivision Plat of the Real Addition, First Filing involving one lot with R-M, Medium Density Residential Zoning. The staff presented the plat and explained the problems with the additional right-of-way needed on Taft Hill Road (50 feet from center line). Marcile Wood: Moved approval subject to the right-of-way requirement as stated. Tom Coffey: Seconded the motion. All Ayes. Item #9 Adjournment. Respectfully submitted, Robert 0.
