HomeMy WebLinkAboutPlanning And Zoning Board - Minutes - 06/04/1968• MINUTES OF MEETING PLANNING AND ZONING BOARD CITY OF FORT COLLINS, COLORADO June 4, 1968 and June 12, 1968 Call to Order: Meeting of June 4, 1968 was adjourned until June 12, 1968 due to lack of quorum. Members Present: Dr. Carson, Mayor, Mr. Coffey, City Manager, Ken Pastor, and Gene Allen, Planning Director. Cali to Order: Chairman, Don Stuart called the meeting to order on June 12, 1968 at 7:30 p.m. Members Present: Mr. Coffey, City Manager, Dr. Carson, Mayor, Don Stuart, Ken Pastor, Charles Rhoades, Marcile Wood, Gene Allen, Planning Director, and Bob Engelke, Assistant Planning Director. Item # 1 Minutes for meeting of May 7, 1968. • Item # 2 #24-68 Consider Unit Development Plan for Mobile Home Park involving 10 acres with 60 units. M-L, Low Density Mobile Home Zone. Gene Allen: Presented and discussed the fence on the south end of the existing park. Don Stuart: Does the plan include the orchard? Gene Allen: Hoffman's have agreed to leave the orchard out of the plans at this time. Charles Hoffman: We plan to expand west of the orchard and then develop the orchard. Don Stuart: Old buildings? Chuck Hoffman: They are to be removed. Don Stuart: Spell out the plans for the orchard. Marcile Wood: Completion of the first phase? Charles Hoffman: Two weeks. Don Stuart: Landscaping to the south? Charles Hoffman: Fence next to the street on the south and trees on the balance. One hundred twenty-five trees on the east line. Don Stuart: Those in favor, those opposed? Questions? Dr. Carson: Moved approval as stated on orchard and fence or landscaping on the south end. Charles Rhoades: Seconded the motion. All Ayes. • Item #3 #29-68 Consider Rezoning Petition involving 6.3 acres, more or less, from "C" Commercial to I-L, Limited Industrial. Gene Allen: Presented - in accordance with the Plan for Progress. Bill Allen: Presented case and described the area - 140 feet of commercial along College Avenue. `PLANNING & ZONING MIND Page 2 Wne 4, 1968 and June 12, 1968 Don Stuart: Opponents or proponents? Questions? Also • asked Bill Allen the reason for the rezoning. Bill Allen: Expansion. Ken Pastor: Moved approval. Tom Coffey: Seconded the motion. All Ayes. Item #4 #30-68 Consider Rezoning Petition involving approximately 4 acres from R-L, Low Density Residential to R-M, Medium Density Residential. Gene Allen: Presented and described the zoning of the area. Ken Pastor: Questioned the zoning to the north. Don Stuart: Called for proponents. Garth Rogers, Attorney: 1. Purchased under contract. 2. Originally a church site. 3. Presented plans. 4. Access to the north only. 5. Adequate parking. 6. A few supporters (Bob Layland) (Tredwell) (Al Miller). 7. Buffer zone. 8. Shopping center. 9. Change in area. 10. Ninety-six units. Don Stuart: Opponents were called for. Arnie Newton: Attorney • I. Objected to the fact that owners are not the petitioners. 2. Called Mr. Keith Miller as witness. 3. Mr. Miller opposed to the rezoning. 4. Called Lilliam Hinchle as a witness (was in favor, now is opposed). 5. Quoted from C.R.S. (Colorado Revised Statutes). 6. Up to 30 homes on tract. 7. Plan for Progress. 8. West Elizabeth an arterial street; opposition please stand. (most stood) Leland Browler: 1041 Montview - Opposed - two homes on street - traffic problem. Leo Greeg: Opposed - traffic. Richard Beebe: Mentioned single story dental clinic - opposed. Jim Gonnally: Opposed. Garth Rogers: 1. Traffic argument not consistant. 2. Change in area. 3. Can guarantee plan with protective covenants. Arnie Newton: Traffic? Ken Pastor: Asked Tom Coffey about the traffic. Tom Coffey: It's hard to say. Marcile Wood: Question of zoning - not traffic. Dr. Carson: No need for a buffer. Gene Allen: A buffer is more effective where properties • back up to it rather than front on it. No hardship, can be used for R-L. Clinic is a buffer. All Ayes. Item #5 #31-68 Consider Rezoning Petition (County Referral) involving 73 acres, more or less, from 0, Open Zone to R, Residential Zone. Gene Allen: Presented. 0, Open discussed - asked for R, Residential - recommended item for approval. All Ayes. Item #6 #33-68 Consider South Eventide Unit Development Plan with R-P, Planned Residential Zoning. Gene Allen: Presented. Total ownership was discussed - existing zoning. Don Goff: Presented plan - parking and open space. Don Swart: Asked for the number of units. Don Goff: There are 42. Gordon Clyde: Explained living units controlled by kitchens to land area ratio. Ken Pastor: Move acceptance and if necessary limit to 45 units. (Not necessary - 12 units per acre limit) could involve a change in the plans. Charles Rhoades: Seconded the motion. All Ayes.
