MINUTES OF MEETING
PLANNING AND ZONING BOARD
SPECIAL MEETING
October 31, 1967
Call to Order: Chairman Don Stuart called the meeting to order on
October 31, 1967.
Members Present: Chairman Don Stuart, Lynn Anduss, Mrs. Wood, Charles
Rhoades, Assistant Planning Director Bob Engelke, Ken
Pastor, Mayor Tom Bennett, and City Manager Tom Coffey.

Mayor Bennett:
Discussed the plan briefly and welcomed detailed discussion
on individual areas. The plan is an outline of suggested
growth,aiattempt to anticipate. The plan should assist in
developing public facilities, i.e. churches, roads, parks,
schools, etc. It should also assist private investors. In
the development of the plan the trends of the past and needs
of the future were considered. The plan was discussed with
many local people. The plan is not perfect, but it is the
best that we could come up with. Trafton then explained the
reasons for the cuts in the text and their nature. He also
pointed out the meaning of the plan was kept.
Had no comments except to further explain the cuts.
Stated the plan was not an inflexable device as per the master
street plan, but rather a tool to assist the Planning and
Zoning Board; not final zoning.
Recommended reading the "Introduction and Objectives" portions
of the plan.
INTRODUCTION & OBJECTIVES
1. Many changes will occur in Fort Collins? Whether these
new developments improve our City or damage it will depend
to a marked degree on the foresight and unity of today's
residents.
2. To prepare fot these changes, comprehensive community
planning is essential. We cannot afford to gamble and
hope that all new growth will be desirable. Rather, we
must prepare for it by anticipating likely directions of
expansion and by planning now to provide necessary public
services and facilities for these areas.
3. Planning though will be helpful only if it is used. Having
maps rolled in a file and reports in bookcases will not be

of benefit. Ideas for future growth and public
improvements must be known and used by both public
and private developers.
4. In addition to the City Council and City Planning and
Zoning Board, other public agencies will need to be
aware of this planning. These include the following:
all City departments, park officials, school board
members and school administrative personnel, State
Highway Department officials, local U. S. Government
offices, Larimer County Commissioners and department
heads, and the offices of local utility companies and
and special utility service districts.
S. In a like manner, all private developers should be
familiar with the City's forecast of growth directions
and official plans for extending and improving public
facilities, since this information could be critical in
the success or failure of new housing projects, business
ventures, and industrial projects.
6. Planning through accurate forecasts and good coordination
will then accomplish much: public costs for new services
can be minimized, long-range utilization of new public
improvements may be assured, and private developers are
more likely to build in a manner benefiting both their
own projects and the entire Fort Collins Region.
Objectives
1. Continue effective citizen participation in local government,
particularly as it applies to growth problems and their
solutions.
2. Maintain a balanced ratio of residential, business, and
industrial expansion so that the basic character of Fort
Collins is protected and public service costs are
minimized.
3. Protect and enhance the natural and man-made beauty of the
region.
4. Improve the livability of existing residential areas and
encourage desirable new methods and designs for expanding
residential areas.
5. Establish a favorable setting for business and industry.
6. Plan for and construct economical, yet quality, municipal
facilities adequate to serve a growing population.
7. Provide adequate areas and facilities for all types of
recreation and cultural interests.
8. Work closely with administrative personnel at Colorado
State Univeristy in expediting their plans for expansion
while still protecting adjoining areas and preserving

Mayor Bennett: Stated, "This is a 'Guide Plan', not a binding law, and should
be an aid to all."

Mrs. Wood: How do we distribute the plan?
Gene Allen: Distribute to those with a "known" need and sell to others
at a moderate charge.
Jack Williams: Why does council need to adopt the plan? Why not just the
Planning and Zoning Board?
Art March, Jr.: Planning and Zoning is strictly advisory to the Council.
Gene Allen: State law permits reservation of right-of-ways with an
"official plan".
Trafton Bean: The council should know the plan as does the Planning and
Zoning Board.
Dr. Carlson: Does the plan enter into court on zoning matters?
Art March, Jr.: Yes, this is very important.
0. K. Warren: Question - What about area outisde the colored area?
Answer - Outside jurisdiction and outside area is planned
for.
Gene Allen:
Larimer County regional covers all the county.
Dick Betzing:
Growth as per the map will come from private investment.

The plan must not obstruct investment. The plan must be
positive, not negative.
Trafton Bean:
The plan is more progressive.
Mr. Smith:
Is this plan going to be presented to the county?
Gene Allen:
Yes, and their cooperation will be asked.
Tom Coffey:
Commissioners have cooperated to date. Also the school
board has cooperated. This regional plan also involves
federal aide.
Mr. Smith:
I would like to see more intergovernmental cooperation.
Mr. Sherwood:
How does the city plan to cope with special districts?
Tom Coffey:
The city is working with the districts.
Trafton Bean:
District lines were not considered as they hopefully could
be worked out.
Gene Allen: In 1964, reports by the city took the districts into
consideration (i,e, water and sewer).

RESOLUTION
OF THE PLANNING AND ZONING BOARD OF THE
CITY OF FORT COLLINS ADOPTING A "PLAN FOR
PROGRESS" FOR THE CITY OF FORT COLLINS AND
RECOMMENDING THE ADOPTION OF SUCH "PLAN FOR
PROGRESS" BY THE CITY'COUNCIL OF THE CITY OF
FORT COLLINS
WHEREAS, the statutes of the State of Colorado authorize and contemplate
the adoption by cities in the State of Colorado of comprehensive community plans,
and,
WHEREAS, in the opinion of the Planning and Zoning Board of the City of
Fort Collins it is necessary and desirable that the City of Fort Collins adopt
a comprehensive community plan, and,
WHEREAS, there has been developed by the Planning Consultant for the City
of Fort Collins and the staff of the Planning Department of the City of Fort
Collins a "Plan for Progress" for the City of Fort Collins which is designed
to act as a comprehensive community plan for the City of Fort Collins, and,
WHEREAS, such plan has received extensive study by the Planning and Zoning
Board and the staff of the Planning Department of the City of Fort Collins and
the same has been publicized in the City of Fort Collins and interested parties
have had an opportunity to comment thereon, and,
WHEREAS, such plan is now in its final form and in the opinion of the Planning
and Zoning Board should be adopted by the City of Fort Collins, and,
WHEREAS, it is intended that such plan should be used as a basis for major
actions both by private land devleopers and public officials in the City of
Fort Collins, and,
WHEREAS, it is inted that such plan should serve as a guide in considering
future zoning amendments, proposed new subdivisions, future annexations, street
improvements, utility installations, park development and similar actions, and,
WHEREAS, in the opinion of the Planning and Zoning Board it is also desirable
that such plan be adopted by the Board of County Commissioners of Larimer County
and the Planning and Zoning Boards operating in Larimer County in the area
surrounding the City of Fort Collins.
NOW, THEREFORE, BE IT RESOLVED by the Planning and Zoning Board of the City
of Fort Collins:

1. That the "Plan for Progress" presented to this meeting he and the same
hereby is adopted by the Planning and Zoning Board.
2. That the Planning and Zoning Board recommends to the City Council of
the City of Fort Collins the adoption of said "Plan for Progress".
3. That the Planning and Zoning Board recommends to the City Council that
such plan be transmitted to the Board of County Commissioners of Larimer County
for consideration by such Board.
4. That such plan shall be used in the future by the Planning and Zoning
Board as a guide in considering such Board's recommendations concerning future
zoning amendments, proposed new subdivisions, future annexations, street improve-
ments, utility installations, park development and similar actions.
Passed and adopted at a special meeting of the City of Fort Collins Planning
and Zoning Board held this 31st day of October, 1967.

Gene Allen: Indicated there was an error on the map.
Jack Williams: Asked that "as a guide", be added to the resolution.

Mrs. Wood: Moved to adopt the plan.
