HomeMy WebLinkAboutPlanning And Zoning Board - Minutes - 07/11/1967MINUTES OF MEETING PLANNING AND ZONING BOARD Fort Collins, Colorado Call to Order: Chairman Don Stuart called the meeting to order on July 11, 1967. Members Present: Chairman Don Stuart, Lynn Anduss, Mrs. Wood, Planning Director Gene Allen, Assistant Planning Director Bob Engelke, Ken Pastor, and City Manager Tom Coffey. Item #1 Minutes for meeting of June 6, 1967 were read and approved. Item #2 #13-67 Consider change in Foothills Apartments with Development Plan involving parking along north side. Gene Allen gave presentation that a change from 90' parking to a lesser angle is not satisfactory as it still involves a continuous curb cut. • Mr. McGraw raised the issue of a 60 foot or 80 foot dedication as he felt it would be years before the street would be needed. He suggested the collector street should be South of this area. Gene Allen indicated a water line and other reasons predicate this location for the collector. Mr. McGraw inquired if we could use this extra right- of-way temporarily. Gene Allen once established it would be hard to change. Sufficient curb is needed to act as a barrier including the 80 foot right-of-way which could then be used temporarily for parallel parking. Don Stuart "Would you be agreeable to Gene Allen's proposal?" Mr. McGraw "Yes." Motion: Mrs. off — Seconded: Lynn Andus All Ayes Item #3 #27-67 Consider Parkwood Meadows rezoning from RL to RP involving 6.72 acres. Gene Allen presented the location and description. Mrs. Wood "Why the change?" Gene Allen Planned for town houses. Don Stuart "Gary?" Gary Haxton "Original plans" Motion: Lynn Anduss Seconded: Mrs. Wood All Ayes PLANNING AND ZONIN*ARD 2 • July 11, 1967 • Item #4 #33-67 Consider Thunderbird Estates llth annexation involving 4.9 acres with BG, General Business Zoning and 2.29 acres with RP, Planned Residential Zoning. Gene Allen presented the location and description. Tom Coffey approved, subject to developers paving the county portion of Harvard Street. Seconded: Mrs. Wood All Ayes Item #5 #34-67 Consider South Taft Hill annexation involving approximately one acre with RH, High Density Residential Zoning. Gene Allen presented location and description Max Welty no'comments. o iP�f on: Lynn Anduss recommended approval with proper . dedication. Tom Coffey seconded the motion. All Ayes Item #6 #36-67 Consider South Shields 15th annexation involving approximately one-half acre with BL, Limited Business Zoning. Gene Allen presented the location and description. Tom Coffey explained the agreement with the owners involving paving and storm sewers, and that the area may want B-G. • Motion: Tom Coffey Gene Allen questioned the right-of-way. Tom Coffey stated there was no problem. Seconded: Lynn Anduss All Ayes Item #7 #8 Consider ramifications of the change in the Leisure Village development plan as pertains to the Unit Development concept. Any change via staff, minor changes taken care of there, and any major changes will be put to the Board. Item #8 #27-67 Consider Parkwood Subdivision fourth filing involving 18.4 acres with R-L, Low Density Residential Zoning 40 lots. Gene Allen presented the location and description. Lynn Anduss inquired if the drainage problem was resolved. Gary Haxton stated the drainage is as it must be due to the "Lay of the Land." Tom Coffey approved with notation on plat absolving the City of drainage problems. Gene Allen suggested a larger drainage easment also. Seconded: Ken Pastor All Ayes Item #9 #29-67 Consider Parkwood Subdivision fifth filing involving 7.3 acres with R-P, Planned Residential Zoning 8 lots and 1 church site. PLANNING AND ZONINGIOARD 3 • July 11, 1967 • Gene Allen presented the &scription and location, and the problem of Curve Radius. Gary Haxton requested to table discussion to permit the plat to be worked over due to the ditch problem. Item #10 #7 Consider car washes as a principal use under the zoning ordinance. Gene Allen stated the history of car washes both old and new types. Mrs. Wood "Does this go to council and become an ordinance?" Answer: Yes Tom Coffey agrees with Gene Allen. B-G was recommended and tabled for further study. Ken Pastor "How do we control problems in B-G or any other place?" Don Stuart we must control traffic problems, not zoning. Off street parking must be provided for. Gene Allen provisions for storage is necessary. Ken Pastor "Treat it like a gas station." Gene Allen "Spell it out in the ordinance." Don Stuart present it again next month. Item #11 Tom Coffey moved recommendation of Mrs. Wood to the Larimer County Regional Planning Committee. Seconded: Lynn Anduss All Ayes Item #12 Meeting Adjourned.
