HomeMy WebLinkAboutPlanning And Zoning Board - Minutes - 06/06/1967MINUTES OF MEETING PLANNING AND ZONING BOARD Fort Collins, Colorado Call to Order: Chairman Don Stuart called the meeting to order June 6, 1967 at 7:30 p.m. Members present: Chairman Don Stuart, Charles Rhoades, Lynn Anduss, Mrs. Wood, Mayor Tom Bennett, Art March Jr., Planning Director Gene Allen, and Assistant Planner Bob Engelke. Item #1 Minutes for meeting of May 2, 1967 were read and approved. Item #2 #21-67 Consider E. Vine Drive, first annexation with M Mobile Home District Zoning. Gene Allen made presentation and stated that the area would be zoned M-M under new ordinance. Mr. Thomas showed plans of the park and explained completion program of three years. Art March Jr. asked if all lots were rentals. Mr. Thomas stated that some on the south side could be sold. L. Williams representing Mr. Munroe objects to M zoning on road to park as"it would interfere with industrial growth "status" of the area." Mr. Coffey made motion that there be no zoning at the present and approved as such. Seconded: Mrs. Wood All Ayes Item #3 #22-67 Consider Elliott -Miller Subdivision Fourth filing with R-L zoning. Gene Allen presented and stated this was routine except for easement problem on west side of lots west of Ponderosa Dr. and said we would need four extra feet. Mr. Coffey moved to accept Gene Allen's recommendations The motion was seconded. /� All Ayes. r� L • P PLANNING AND ZONING BOARD 2 June 6, 1967 Item #4 #23-67 Consider McPherron Annexation petition, including 1 acre with R-L zoning. Gene Allen stated this was all right, but we would need a ten foot easement for street on W. Elizabeth. Motion: Lynn Anduss moved to accept recommendations. Seconded: Mrs. Wood All Ayes. Item #5 #24-67 Consider Dedication Deed for street purposes and for the installation and maintenance of utilities and utility lines. Gene Allen stated that there was a problem of signatures and stated Mr. Brunswick should agree to extend to Willox Lane. Motion: Mr. Coffey made the motion to attempt to get an additional 20 feet and moved accepted based upon conditions of proper signatures, presentations and 20 foot addition. Seconded: Lynn Anduss All Ayes. Item #6 #25-67 Consider Fairview "West" fifth filing with R-L zoning, 28 lots. Gene Allen recommended approval. Seconded All Ayes. Item #7 #26-67 Zoning for first four City initiated annexations. #l. Mrs. Paul Hamilton asked why zoning is R in county. Answer: Because the County did it, not the City. Mrs. Hamilton: expresed concern as to the affect City zoning will have upon her dairy business. Answer: No affect. Motion: Mrs. Wood moved to annex. Seconded: Lynn Anduss All Ayes. • 9 PLANNING AND ZONING BOARD F Motion: Mr. Coffey moved to rezone. Seconded: Charles Rhoades June 6, 1967 All Ayes. #2. Gene Allen stated uses were residential, greenhouses and sale of grave stones. Mr. Smith stated that none of the residents were hooked onto sewer, and that the area should be zoned C as more than half is C now. Gene Allen expounded on non -conforming use aspect of law. Mr. Smith challenged law on three year concept. Art March Jr. stated that the three years was counted prior to the effective date of the law. Frank Major is against annexation. "Most of the area is business." Requests B zoning. Motion: Mr. Coffey moved to annex. Seconded: Mrs. Wood Motion passed. Bernell "No" #3. Gene Allen stated there were development problems and recommended R-P. Charles Rhoades moved to annex as G. Allen recommended. Seconded: Mrs. Wood All Ayes. Lynn Anduss moved to zone area R-P. Charles Rhoades seconded All Ayes. #4. Joe Meyer --problem of Poudre Craft. Answer: Poor planning in county Tom Coffey: Concerned over Laundry east of Lemay. Bill Rainey: Concerned over street improvement cost. Mr. Rector: (confused over zoning and annexation) Wants same zoning! Mrs. Meyer: "Why annex?" Answer: Usual problems. Mr. Adhern representing Mr. Carl Masters Auto Wrecker opposed to annexation. Mr. King: Improve Lemay (who and how?) • i PLANNING AND ZONING BOARD Item #S Item #9 Item #10 Item #11 Item #12 4 June 6, 1967 Tom Coffey moved to annex as much as possible especially southeast. Seconded: Charles Rhoades. All Ayes. Parkwood 4th. Gary Haxton: Problem of "no name street drainage- will onto Ed Johnson land." Gene Allen: discussed problem of drainage. Motion: Charles Rhoades moved to recommend approval. Seconded: Mrs. Wood. All Ayes. Parkwood 5th. Gary Haxton: "As per original plan. Motion: Tom Coffey moved to accept. Seconded: Lynn Anduss. All Ayes. Montessori Association School Mrs. Hillerman requests as in letter -for use of the Westminister Presbyterian Church --two sessions of 20 and 21 lack of sites for operation. Motion: Tom Coffey recommends approval of school or day care center. Seconded: Lynn Anduss. All Ayes. Parkwood Meadows Master Gary Haxton: presented master plans. Gene Allen Showed plan which would save more trees and eliminate street. To be presented next month. Meeting Adjourned.
