HomeMy WebLinkAboutPlanning And Zoning Board - Minutes - 03/07/19670 i L J A MINUTES OF MEETING PLANNING AND ZONING BOARD Fort Collins, Colorado Call to Order: Chairman Bob Ocheltree called the meeting to order March 7, 1967, at 7:35 p.m. Members present: Chairman Bob Ocheltree, Charles Rhoades, Lynn Anduss, Mrs. Wood, City Manager Tom Coffey, Planning Director and 20 interested citizens. Absent: Mayor Johnson and Don Stuart. Item #1 The minutes for February 7, 1967 were approved as mailed to members. Item #2 Reviewed and changes made in lot center on Drake. Motion: Tom Coffey made motion to accept with two changes on plat. Seconded: Mrs. Wood All Ayes. Motion passed. Item #3 Explained easements for pedestrians needed. Motion: Mrs. Wood made motion to accept with easements. Seconded: Lynn Anduss All Ayes. Motion passed. Item #4 Proposed new Section IX presented. Mr. Coffey and Planning Director Allen read the proposal. Discussion on new proposal. Mr. Coffey stated Mobile Homes should be licensed by the City. The licensing would be used to enforce the Zoning Ordinance provisions. Mobile Home Operator stated he didn't mind licensing and would like a definition of same. Also wanted to know if mobile homes were permitted on individual lots. Answer_ Not unless it has a foundation and meets building code, plumbing code and electric code. Mr. Coffey stated that the need exists for good mobile home areas in Fort Collins. Protection can be afforded for nearby low density areas. 11 11 • Planning and Zoning Board ►.' March 7, 1967 John Collier of 541 S. Taft Hill wanted to know if the proposed regulations guarantee properties would not be devaluated. Answer: No, but assurance cannot be given that one family dwellings will not devaluate. Standards are more restrictive than some for dwellings. Mr. Welch "Do developers of tracts for homes encourage the use of nearby land for mobile homes?" Answer: Some develop Mobile Home Courts as part of their land development. Mr. Welch!stigma on mobile home; what do we do about this?" Mr. Collier " Can price minimum be placed on the mobile homes to assure quality?" Mr. Coffey "Not possible to do so." Mobile Home Manufacturers Association Representative stated in Low density areas the units will be more expensive -- many doubles. Mobile Home Show in Fort Collins in June. Question on legality of plans and zoning map. How adopted? How Stable? Bob Ocheltree "What action should be taken on the Mobile Home Zoning?" Mr. Coffey made motion to table the proposal until the next meeting. Seconded: Lynn Anduss All Ayes. Motion passed. Item #5 East Elizabeth Subdivision Motion: Lynn Anduss made motion to recommend approval. Seconded: Mrs. Wood All Ayes. Motion passed. Foothills Apartments Mr. Wilmarth requests a special meeting. Board agrees to one on March 14, at 7:30 p.m. Item #6 Ward Fischer representing First National Bank requesting vacating of the North -South alley between Oak and Olive. Motion to vacate alley -- reserve easements for existing utilities. Planning and Zoning Board 3 March 7, 1967 • Seconded: Lynn Anduss All Ayes. The motion passed. Item #7 Bill Bartran request to have a fifty foot wide (instead of sixty) right-of-way for street in Fairview West -- One block west of Bryan. Motion: Mr. Coffey made motion to table until Tuesday meeting of the 14th. Seconded: Charles Rhoades All Ayes. The motion passed. Special joint meeting with Larimer County Planning Commission on March 8, at 7:00 p.m. Meeting adjourned at 9:35 p.m.
