HomeMy WebLinkAboutPlanning And Zoning Board - Minutes - 02/07/19674 MINUTES OF MEETING 40 PLANNING AND ZONING BOARD Fort Collins, Colorado Call to Order: Acting Chairman Don Stuart, called the meeting to order February 7, 1967, at 7:30 p.m. Members present: Acting Chairman Don Stuart, City Manager Tom Coffey, Mrs. Wood, Lynn Anduss, Art March, Jr., Mayor Johnson, Charles Rhoades, Gene Allen Planning Director and 20 interested citizens. Item #1 The minutes for December 6, 1966 and January 3, 1967 were approved as read. Motion: Lynn Anduss made the motion to approve. Seconded: Tom Coffey All ayes. Motion passed. Item #2 1-67 Consider request to rezone approximately one acre from R-L, to R-M. • Mr. Sassone stated that R-M was now on three sides and that some of existing uses in the area have multiple family uses. Motion: Tom Coffey made the motion to approve rezoning request Seconded: Mayor Johnson All ayes. The motion Passed. Item #3 2-67 Consider the preliminary plat of the East Elizabeth Subdivision. Located by Planning Director Allen. Mr. Wilmarth representing East Elizabeth Development Company stated that they are willing to dedicate their part (251) for E-W Street along south edge of subdivision. Large Nursing Home is proposed on Lot 3. Other lots are large and uncommitted. He questions the possibility of some business zoning in tract. Wants to know feeling of Board regarding the possible change. Charles Liquin stated that there was a need to redesign the alignment of McHugh and cut a street through to Riverside. in for This would give some land to developer return small corner area to be dedicated. `. • • PLANNING AND ZONING BOARD 2 February 7, 1967 Tom Coffey stated that he believes more study is needed on the area. Does not like the temporary cul-de-sac, thinks something can be worked out with Hospital Board. Acting Chairman Stuart asked for other comments. Tom Coffey thought it needed further study and effort. Mr. Wilmarth stated that they have done all they can on the street problem. Motion: motion was made to request the Planning Director and Department of Public Works to meet with Hospital Board and County to work out T. circ. Seconded: Charles Rhoades All Ayes. The motion passed. Item #4 3-67 Discuss zoning regulations regarding construction and planting of fences, hedges and shrubs in residential districts front yards. Carl Jorgensen stated that the present ordinance is is adequate on fences. Some homes traditionally require fences to enhance designs, landscaping, etc. Some fences could be ugly --aesthetic control would be desirable but difficult. Ann Neilsen stated that it looked as if only one man objected to fences. One view should not unduly restrict several thousand other property owners. Mr. Magerfleisch "What is objection?" Mayor Johnson stated that this came before Council and they referred it to the Planning and Zoning Board for recommendations. Tom Coffey stated that two of the fences in question are in violation of ordinance. Mr. Magerfleisch stated that an argument against fences in front yard, without reason is not valid. Safety of pedest- rians is logical consideration. Mr. Jorgensen "Could a setback from driveway be established for fences?" 0 • PLANNING AND ZONING BOARD 9 February 7, 1967 Tom Coffey "A problem of enforcement exists." He has discussed this with the Building Inspector and this will improve. Charles Rhoades "Not too many fences, what would moratorium hurt?" Acting Chairman Stuart wanted recommendation for City Council. Charles Liquin stated that many cities permit a maximum of three feet at intersections. Consensus --the existing ordinance is quite adequate. Planned Commercial outline of the problem "C-P" is not particularly desirable.I-P (Planned Industrial) would probably be appropriate in larger acreages. Tom Coffey "This type of zone would probably not be justified because there is very little demand for C-P type of zoning. • Motion: Made by Tom Coffey not to consider C-P. Seconded: Lynn Anduss All Ayes. The motion passed. Item #5 Mobile Home Several areas have been proposed for "M" zoning. Nearby owners have objected to these. By turning down the requests for Moible Home Parks, we have relegated the mobile home occupants to second-rate citizens. We are suggesting more specific requirements for Mobile Home Parks --Planning and Zoning could refer this to staff. Mobile Home people want good Mobile Home Parks --some have suggestions. Joe Hannan stated that last week had a serious encounter. A colored student moved to Denver, had extreme difficulty in finding a space in Mobile Home park there. Wants provision for keeping the parks clean. Has specific recommendations in letter, submitted to Planning Director • (this letter passed to Planning and Zoning Board members at this time) Art March, Jr. "Are we thinking of another zone in ordinance or an amendment to existing "M" zone. i PLANNING AND ZONING BOARD 4 i February 7, 1967 Mayor Johnson "Expensive houses are sometimes built near Mobile Home Parks." Joe Hannan "Where would Mobile Home Parks be in the community?" Motion: Lynn Anduss made the motion to study the problem with proposal and come back. Seconded: Mrs. Wood All Ayes. Motion passed. Item #6 Community Airpark Plat viewed and three recommendations made. Planning Director Allen located and described Fourteenth South Shields. New State Statute explains this the first annexation under 1965 Annexation Law -- R-L, Low Density zoning recommended. Motion: Mrs. Wood made motion to recommend annexation as R-L. Seconded: Lynn Anduss All Ayes. Motion passed. Alley vacation Post Office, Block 93 Motion: Tom Coffey made the motion to vacate alley Seconded: Charles Rhoades All Ayes. Motion passed. Mrs. Wood, Lynn Anduss going to Institute at Boulder. Meeting of C.A.C. on Planning the 23rd discuss Horsetooth Park at Lesher Jr. High. The meeting adjourned at 9:30 p.m.
