HomeMy WebLinkAboutPlanning And Zoning Board - Minutes - 12/06/1966•Ar a • • MINUTES OF MEETING PLANNING AND ZONING BOARD Fort Collins, Colorado Call to Order: Chairman Robert Ocheltree called the meeting to order December 6, 1966, at 7:30 p.m. Members present: Chairman Bob Ocheltree, City Manager Tom Coffey, Mrs. Wood, Lynn Anduss, City Attorney Art March, Jr., Planning Director Gene Allen and 30 interested citizens. Item # 1 Planning Director Allen requested that agenda item # 1 (Reading and approval of the minutes for November 1, 1966) be postponed until the minutes can be typed. Item # 2 Need for dedicated access discussed. Tom Coffey made a motion for preliminary approval. Lynn Anduss seconded the motion. The motion passed, All Ayes. Item # 3 Hoffman Commented on advantages of this site for M zoning. Poor soil and water table for homes. City has responsibility to C.S.U., now expanding over two parks. Need for park and he would run sewer and water into the tract. Rex Wells Stated that there are 15 Mobile Home Parks in and around the city and this is spot zoning. Former Grand Junction Citizen Objects to service stations, Loren Lane 1033 Meadowbrook. Joe Hannan Inquired about reasonable guarantee on gas station and mobile homes not going in next door and sug- gested the use go to other than Residential District pre- sent zoning is FA, Farming. Mr. Loetz 701 S. Taft Hill bought with assurance the zoning was to remain. John Collier 741 S. Taft Hill believed good quality homes would be built on the tract. y PLANNING AND ZONING MEETING 2 December 6, 1966 • Don Smith 533 S. Taft Hill does not want business or mobile homes (objectionable appearance). Mr. Hannan stated he has lived there four years, and enjoyed the openness. Bob Ocheltree "Petition to annex was rejected several years by owners in this vicinity. Rex Wells stated only small area of business existed at Mulberry and Taft. Miss Spurr inquired about any other areas in Fort Collins where property values lowered. Visitor stated that if Fort Collins is interested in growth, this is needed. Mr. Collier "They are owners, but this kind of development does not enhance values. Hoffman stated that there are high prices per acre on adjacent land. Did not think subdividers could afford • to pay these. Pressure will build on these parcels to be developed. Three letters and petitions were filed. Mr. Wells stated the reason is not property values on property in question. Must serve community needs rather than benefit only land owners. Economic gain to the owner not the main factor. People in area entitled to zoning protection. Jacob Kovenor Recalls case on Traffic Court several years ago. Some of the same arguments were turned down. Planning Director Allen explained the mobile home regulations Cannot hold to plan by developer except as specified in Zoning Ordinance. Resident "Why the lot area 50 by 100 feet?" Hoffman To improve the park. States they would be willing to enter into agreement with City. Others passed a petition opposing. Only eight people cam down to object. Then presents a petition in favor of request. Asks about an agreement on the development. Art March Jr. Does not believe in special agreement zoning, but existing contracts have some bearing. f • 0 PLANNING AND ZONING MEETING 3 December 6, 1967 Lynn Anduss made the motion to deny the annexation. Mrs. Wood seconded the motion The motion passed. All Ayes. Item # 4 Consider request by Warren B. Miller to rezone existing R-L to M Tom Coffey made the motion to deny rezoning Lynn Anduss seconded the motion The motion passed. All Ayes Item # 5 Added Lemay Medical Park Would like to plat as planned unit development. Planning Director Allen and Art March stated that there are two routes, Planned Unit Development or enlarge lots to 12,000 sq. feet each. Item # 6 Added Haxton Wants direction to go Unit Development Parkwood Third. All streets involved are dedicated. Mrs. Wood made the motion to accept subject to review by all city departments and utility companies possible revisions to meet recommendations. Lynn Anduss seconded the motion All Ayes, Coffey abstaining Item # 7 Cleaning in B-G zone discussed explanation by City Attorney Art March and Planning Director Allen Tom Coffey made the motion to rec. and proviso to not permit wholesale cleaning. Lynn Anudss seconded the motion All Ayes.The motion passed The meeting adjourned at 9:05 p.m.
