PLANNING AND ZONING BOARD
Fort Collins, Colorado
Call to Order:
Chairman Robert Ocheltree called the meeting or order
November 1, 1966, at 7:30 p.m.
Members present:
Chairman Bob Ocheltree, Mayor, Harvey Johnson, City Manager
Tom Coffey, Mrs. Wood, Lynn Andus, Charles Rhoades,
Don Stuart, City Attorney Art March, Jr., Planning
Director Gene Allen, Assistant City Planner Ashton
Mossburg and 50 interested citizens.
Item # 1
Planning Director Allen requested that agenda item
# 1 (Reading and approval of the minutes for
October 4, 1966) be postponed until a later date, until
the minutes can be typed.
Item # 2
#39-66 Request for amending the zoning in part of the
•
Whitaker -Cook property. (Previous petition #22-66
May 3, 1966), from R-L, Low Density Residential, to
B-L, Limited Business.
Item # 3
#40-66 Request for annexation to the city the Whitaker
South Taft Hill Fifth Annexation property, (Previous
petition #21-66 May 3, 1966), a series of four tracts.
Planning Director Allen "I'd like you to consider
agenda items 2 and 3 (#39-66 and 40-66) together."
Bill Wyatt (Representing Whitaker -Cook) "By compromise
and agreement this layout is submitted. We've
consulted with Bill Allen, representing the majority of
opposition, and worked out this plan. Glenmore Drive
will be dedicated through the center to Prospect."
Mrs. Dick Driscoll "We protest #39-66 but approve
#40-66."
Chairman Ocheltree "The two agenda items will be
considered separately."

Clarence Davis "We want to protest #39L66 because
we don't want another service station. We have
enough service stations in our area already."
Mrs. Dick. Driscoll "I'd rather my child cross on a
residential rather than a business corner."
Mayor Johnson "I make the motion to accept the amended
zoning (#39-66)."
City Manager Coffey seconded it .
The motion carried. All ayes.
Chairman Ocheltree "We'll now vote on tracts 2, 3 and
4 (#40-66)."
Planning Director Allen "I think that there should be
an inclusion of an additional R/W of 40 feet for Taft
Hill Road and a dedication of Glenmore to Elizabeth."
City Manager Coffey "I make a motion to approve
subject to the Taft Hill R/W and dedication of Glenmore."
Mrs. Woods seconded the motion.
The motion carried. All ayes.
#41-66 Request by Carl and Marie Henkel to annex their
property to the city with a zoning classification of
B-L, Limited Business.
#42-66 Request by David and Pauline Laufer to annex
their property to the city with a zoning classification
of B-L, Limited Business.
Alden V. Hill "Consider #41-66 and #42-66 together
since both are so closely related. Mr. Henkel and
Mr. Laufer may have:a Small shopette.
Duane Johnson "I live to the south on an acre and 4/10.
I built a new home, 5 years ago, because the area was
zoned a residential district."
Mrs. Wood Then asked Planning Director Allen to state
his views.
Planning Director Allen "You'll find three sides already
zoned FA Farming single family residences completely
surrounding the area. Office buildings could be used
in the B-L zone. The adjacent area should be considered.

sections have only 1/4 of the traffic as compared to the
very corner which has the most traffic."
Mrs. Wood made the motion to recommend against the
annexation with the zoning as requested (#41-66)."
Mayor Johnson seconded.
The motion carried. All ayes.
City Manager Coffey made the motion to recommend
against annexation with the zoning requested (#42-66)."
Mayor Johnson seconded.
The motion carried. All ayes.
(A Poll of the panel revealed the fact that R-M zoning
was preferred for #41-66 and #42-66).
Item #5 #43-66 Request by Edwin A. Miller to rezone his property
from R-.L, Low -Density Residential, to R-H, High Density
Residential.
#44-66 Request by Bernard J. and Rose H. Willard to
rezone their property from R-L, Low Density Residential,
to R-H.
Planning Director Allen "You'll find older homes, mostly
well kept, in this area. The deep lots are on the North
side."
Alden V. Hill stated a three-story shake shingle complex
is proposed for the area.
The opposition was then given an opportunity to state
facts.
Mr. Blevins "In our five acre deed was a restriction
limiting the area to single family residences. We can
see no reason why the proposed zoning change would help
anyone in the neighborhood. It would reduce the
value of our homes about $1,000."
The opposition then presented a petition signed by 56
residents, to the Planning and Zoning Board. The
sororities, although opposed to the new zoning, were
not invited to sign the petition.
Clark Springer (720 W. Prospect) Voiced objections
to the rezoning.

Murray Crowton "We already have a traffic problem
on Prospect. I don't think anyone in the neighborhood
would benefit from this rezoning request."
Bursch "Blevins houses should be considered. A
parking lot would be better than a high rise."
Mr. Carroll (640 Prospect) "It's an eyesore, all right.
I don't think that I could raise a family there if it
is approved."
Bernard J. Willard "If this frontage on Prospect is
approved, you wouldn't be able to back your car out on
to Prospect.
Mrs. Earl Gilson (615 Lake) "My property adjourns the
Southern Baptist lot and do not find a waste of space
in these lots, as claimed by Alden V. Hill. We won't
have any privacy now. We bought the house two years
ago with the understanding that it would be a quiet
neighborhood and was zoned R-L. We have a nice garden
in the 'so-called' waste -space so close to the college!"
Alden V. Hill "Most people don't like changes. Also
remember that the University is growing south."
Clark Springer "Hill assumes that the residents of the
proposed apartments will be quiet and not disturb the
residential one -family neighborhood."
Bursch "Is the change for better or for worse?"
Planning Director Allen "Single family dwellings could
be built on a cul-de-sac. Basically it could be
developed into a small single family development."
Don Culbertson "What effect will this have on the rest
of West Prospect? We like the big lots with nine apple
trees.
Don Stuart made a motion to deny the application
#43-66.
Mrs. Wood seconded
The motion carried. All Ayes.

City Manager Tom Coffey made the motion to deny the
request (#45-66).
Mr. Andus seconded
The motion carried. All Ayes.
Item # 6 #45-66 Petition by Horace Loader, et al to rezone a
tract from FA - Farming District to M1 - Multiple
Family District.
Motion by City Manager Tom Coffey to accept under the
following conditions:
1. Require easement for creeks and drainage ditches.
2. Connection on to sewage system.
3. Widening right of way for Taft Hill Road
(From 30' to 401)
Don Stuart seconded
Motion carried. All Ayes.
Item # 7 #46-66 Consider the replat of Lots 10 through 34 of
Bristol Subdivision. The area contains 27 lots and is
owned by Mr. and Mrs. Morris Bristol.
Mrs. Wood made a motion to accept.
Don Stuart seconded
The motion carried. All Ayes.
Item # g # 47-66 Consider the final plat, Stephens Subdivision,
containing six lots and owned by Mr. and Mrs,. Walter A.
Smith.
Mrs. Wood made a motion to accept.
Don Stuart seconded.
