HomeMy WebLinkAboutPlanning And Zoning Board - Minutes - 11/06/1968MINUTES OF MEETING • PLANNING AND ZONING BOARD CITY OF FORT COLLINS, COLORADO November 6, 1968 Call to Order: The meeting of November 6, 1968 was called to order at 7:30 p.m. by the Vice -Chairman, Charles Rhoades. Members Present: Charles Rhoades, Marcile Wood, Chuck Bowling, Karl Carson, Mayor, Lynn Anduss, Don Reynolds, Planning Director, Bob Engelke, Assistant Planning Director and Tom Coffey, City Manager. Item #1 Approval of minutes for meeting of October 1, 1968. Item #2 #48-68 Consider Annexation Petition of Robert T. Smith involving 4.6 acres with R-P, Planned Residential Zoning. Philip Potter: Attorney for R. T. Smith - Presented petition and issue of control and density. Gene Allen: (for petitioners) - Reviewed County and City zoning and uses. Discussed land coverage under planned unit development. Related densities under F-A, R-P, and R-M. Preliminary Plans are for 11 units per acre with 12% of land covered by building. • Not High Density under R-P, intensity could be higher under existing zoning. Dedication of constitution would be contemplated and with Prospect which is an arterial street access, would be good. Discussed slope of land and provisions for drainage. Chuck Rhoades: Questions? Marcile Wood: Status of "M" zoning request? Gene Allen: The case is before the Commissioners. I feel that Dr. Smith would favor annexation if all went well. Planned Unit Development would be subject to review, including the entire area (21+ acres) Donald Anderson is not opposed. Philip Potter: Emphasized control and density. Chuck Rhoades: Opposed? Sanford Thayer: Presented written comments and petitions. The Planning and Zoning Board of Fort Collins and the City Council are urged to deny the request of Robert Smith to rezone 4.6 acres. The principal reasons to deny the request are the following: 1. The proposed density is not compatible with: (a) Plan for Progress (b) Surrounding neighborhood (c) Desires of residents in area 2. The topography would allow single family cluster development without exceeding the density of 4 units per acre. ° PLANNING & ZONING BOA- Minutes Page 2 • November 6, 1968 3. Development of multiple family rental units will • change the character of the neighborhood and set a precedent for higher density development in Southwest Fort Collins and associated justification for business and commercial development. Question: Gene Allen was asked about the balance of the area. S. Peranca: Concerned after development of the entire section. Referred to County action. Spot zoning. N. Evans: Is this a low cost rental area? Would like to see 21 acres. Growth of area. Economic Base Report. Mixing of rentals and owner. Occupied. School District - Junior High and High Schools in the area. Mrs. Evans: Neighborhood has not seen plans. Austin Simons: Zoning of area south of existing estates was to be more estates. Philip Potter: Annexation, not zoning - in accord with Plan for Progress? Chuck Rhoades: Could a Unit Development be both in and out of the City? Answer• Yes. Gene Allen: I will attempt to convince Smith to come into the • City. Chuck Rhoades: Motion? Karl Carson: Moved the item be tabled. Tom Coffey: Seconded the motion. All Ayes. Item #3 #44-68 Consider amended Unit Development Plan involving 13.61 additional acres with 147 units - R-P, Planned Residential Zoning. Mr. Don More: Presented the plan and specific units ( 4 plans). Don Reynolds: Presented Roy Bingman's letter. TO: Don Reynolds, City Planner FROM: Roy Bingman, City Engineer RE: Proposed Unit Development Plan for Foothills Apartments II. The following comments are made in regard to the plan submitted for the Foothills Apartments, Phase II. 1. The access to the area is through a single street, which is less than normal width. This could hinder or block emergency vehicles coming into the area. It would be preferable to have an additional street into this area. 2. The street widths shown on the plan are 20 feet. This width is not adequate for turning into the parking spaces and would hinder emergency vehicles in moving through the area. A minimum width of 25 feet for streets should be provided. " • PLANNING & ZONING BOA - MINUTES Page 3 • November 6, 1968 3. With the relatively narrow streets involved, there • should be no parking allowed at any time on the streets. The installation of signs and enforcement of no parking are the responsibility of the property owner, since these are private streets. It should be pointed out that any blockage of the street in which an emergency vehicle is involved would be the responsibility of the property owner. 4. It is recommended that the construction of streets, curbs, gutters and sidewalks in the area be in accordance with City standards to assure an adequate life. Since the City will not maintain these private drives, it is suggested that the developers enter into an agreement to maintain the streets in an adequate condition. 5. An easement for the improvement of Spring Creek has been provided. At several points, the easement indicated does not provide the minimum 56 feet, which is required from creek centerline to the street. Respectfully submitted, Roy A. Bingman City Engineer Mr. More: Quality no problem, width might be a problem. If necessary, we will make the streets wider. • Tom Coffey: Move we accept plan as per the staff recommendations. Marcile Wood: Seconded the motion. All Ayes. Item #4 #45-68 Consider Preliminary Plan of the Elliott - Miller Foothills West Subdivision involving 41 acres with B-L, R-H, R-M, and R-L zoning. Garth Rodgers: Attorney - Presented Preliminary Plat and rezoning. Tom Coffey: Proposed that the R-H become R-M and the petition be recommended. Tom Coffey: Moved the plan be tabled. Lynn Anduss: Seconded the motion. All Ayes. Item #5 #47-68 Consider Rezoning Petition involving 3.62 acres from R-L, Low Density Residential to R-P, Planned Residential and 17.7 acres from R-L, Low Density Residential to R-M, Medium Density Residential. Mr. M. Deines: Presented the area and problems. Mr. Hoffman: Opposed (due to density) Don Reynolds: The density is okay. Possibilities of development of the area much better. Chuck Rhoades: Questions? Marcile Wood: R M P would be possible. • Don Reynolds: (on traffic) streets are behind in this area. This rezoning could result in the best use, good for the area. Item #6 #49-68 Consider Rezoning Petition (County Referral) involving 67 acres from 0, Open to I, Industrial. Bob Engelke: Presented the petition. Lynn Anduss: Moved approval of petition.
