MINUTES OF MEETING
PLANNING AND ZONING BOARD
Fort Collins, Colorado
Call to Order: Acting Chairman Don Stuart called the meeting to
order on May 2, 1967, at 7:30 p.m.
Members present: Acting Chairman Don Stuart, Charles Rhoades, Lynn Anduss
Mrs. Wood., Mayor Tom Bennett, Art March Jr., Planning
Director Gene Allen, and Assistant Planner Bob Engelke.
Election of Officers: Elected were: Chairman, Don Stuart
Vice Chairman, Lynn Anduss
Secretary, Mrs. Wood
Item #1 Consider petition to rezone 8.66 acres from R-M, Medium
Density Residential to R-P, Planned Residential District.
Mr. Allen recommended to rezone.
Motion: Charles Rhoades made motion for rezoning.
Seconded: Lynn Anduss
Motion Carried. All Ayes.
Item #2 Mr. Allen presented the petition to annex 6.215 acres
with M, Mobile Home District zoning.
Mrs. Wood asked the relationship to Mobile Home Ordinance.
Mr. Hoffman requested action due to loan situation.
Mr. J. Fults opposed due to property value question, also
questioned advertising.
Art March Jr. stated it was legal and according to practice.
Mr. Allen stated that contingent property owners were
notified of hearing.
Mr. Hannah stated it was a question of spot zoning.
"What do you think of this type of zoning in this type
of area?"
Mr. Allen "Density and acceptability, not what but how."
Mr. Hoffman "This will be a first class park, not spot
zoning. There are trailers in the area that are a mess."

Mr. Allen stated this is a city problem, or will be.
Charles Rhoades feels trailers can be acceptable, rec-
ommends approval pending new ordinance as a low density
area.
Motion: Charles Rhoades recommends approval pending new
ordinance as a low density area.
Seconded: Mrs. Wood
Passed to council 4-1, Anduss opposed.
Item #3
Consider petition to rezone 2.361 acres, now in the city
from R-L, Low Density Residential District to M, Mobile
Home District.
Motion: Charles Rhoades recommends approval pending
new ordinance as a low density area.
Seconded: Mayor Bennett
Passed to council 4-1, Anduss opposed.
Item #4
Consider petition to rezone the Humphrey Medical Center
from R-H to B-P.
Mr. Allen stated that he would rather see it go R-H with
a varience, from a planning standpoint.
This is a question of the present plan meeting the
requirements of the original plat. Due to a road divider
it does not.
Mr. Engelke "They do not intend to make an island or
to plant as many trees as shown on the plat.
Art March Jr, stated it could be handled by zoning
adjustment as a varience.
Motion: Mrs. Wood made motion to send to zoning adjustment
board due to question of lot size and hardship question
rather than be judged at Planning & Zoning with question
regarding adherence to plat.
Seconded: Lynn Anduss
Motion passed, All Ayes
Item #5 A new member for Planning & Zoning. Chairman appointed
