CALL TO ORDER
Chairperson Robert Steiner called the regular meeting of the Fort Collins Housing Authority to order at
7:38 a.m.
H. CITIZEN INPUT
There was no citizen input.
III. APPROVAL OF MINUTES
The Board reviewed the minutes from the March 25, 2004 regular meeting of the Fort Collins Housing
Authority. Commissioner Sollenberger made a motion, seconded by Commissioner Honn to approve the
minutes of the March 25, 2004 meeting. This motion was passed unanimously.
IV. OLD BUSINESS
Fort Collins Housing Corporation Properties Ownership:
Ms. Brewen and Commissioner Steiner informed the board that they met with a representative from First
National Bank. The FCHA bond attorney will be asked to prepare a request for relief from the IRS in
order to file the proper IRS forms for four loans that have used the Authority's double tax exempt rate.
Neither board was aware of these requirements when these loans were initially closed.
V. NEW BUSINESS
Affordable Housing Board Presentation:
Ms. Kay Rios and Mr. Maurice Head gave a presentation to the board on the role of the Affordable
Housing Board.
FCHC Loan Guarantee:
The Fort Collins Housing Corporation would like to refinance three of its existing loans in order to take
advantage of lower interest rates. The Corporation will be asking for loan guarantees from the Authority.
Self Sufficiency Coordinator and Miscellaneous Budget Revisions:
Ms. Brewen presented the Board with 2004 Budget revisions which consisted of removing HUD Public
Housing Self Sufficiency Coordinator funding that was not funded and adding a carry-over and increase
to Public Housing Capital Funds. Commissioner Tharp made a motion, seconded by Commissioner
Sollenberger to approve the 2004 Budget revisions.
VI. FINANCIAL STATEMENTS
The Board reviewed the Fourth Quarter Financial Statements and staff answered all questions.
VII. LEGISLATIVE ISSUES
City of Fort Collins Rental Licensing and International Building Code:
Commissioner Tharp discussed the current status of the Fort Collins Rental Licensing proposal and the
proposed changes to the International Building Code.
VIII. ADJOURNMENT
Chairperson Steiner adjourned the regular meeting of the Fort Collins Housing Authority Board at 9:9:02
