Call to Order
Chair Valerie Remington called the meeting to order at 12:00 p.m.
11. Approval of Minutes
The minutes from the March 23, 2004 meeting were reviewed. Sidney Simonson moved
that the minutes be approved as written. James Lyall seconded the motion. Motion
passed unanimously (4-0). (James Alderden joined the meeting after approval of
minutes.)
III. Performance Management System
Rick DeLaCastro said that as part of the budget approval process last fall, Council had
two requests: 1) that the City Manager hire a consultant to review the City's benefits
plans and 2) that the City Manager implement a pay for performance system and
incorporate it into the Council's Financial Policies.
The City Manager assigned the task of developing a performance management system
to the Human Resources staff by August 1, 2004. Rick reported that the Human
Resources Department staff put together information regarding various types of pay for
performance structures and met with the Executive Lead Team members to get their
decisions on the structure of a pay for performance plan.
Information explaining the basics of a pay for performance system, and steps taken was
presented to employees at the City Manager's Issues and Answers session on April 27.
After this presentation, the City Manager announced that the deadline date had been
extended and that there would more discussion regarding this topic at a Council study
session on June 22.
IV. Benefits Committee and Request for Proposal (RFP)
Rick DeLaCastro distributed copies of the draft work plan for the City Council's Ad Hoc
Compensation and Benefits Committee. Two City Council members are serving on this
committee and will present this work plan to the rest of Council. The consultant

selected will review the City's medical benefits plans and market survey process. The
consultant's report is due to the ad hoc committee by July 30. Council and City
Management will determine next steps based on the report and communicate any
changes to employees. Benefits open enrollment period begins October 6 and changes
will need to be communicated to employees before then.
Peter Shostak asked who would write the implementation plan from the consultant's
report. Rick DeLaCastro advised that Human Resources Department staff including the
new Benefits Administrator would be drafting the plan. Peter questioned whether there
would be time to consider a parallel system in the event of significant changes. Rick
said that we currently are doing something similar with medical premiums this year. All
employees hired after January 1, 2004 are paying 15% of medical premiums while
employees hired prior to that date are paying 10%.
Valerie Remington commented that there is a lot of work to be done before Oct 6 and
stated concern about the short time frame if significant changes needed to be made.
V. Status of Employee Appeals
Rick DeLaCastro reported that there are two possible demotions in one department.
There is another employee soon to be terminated and another employee on introductory
period with a disciplinary issue.
VI. Adjourn
There being no further business, Peter Shostak moved that the meeting be adjourned.
James Alderden seconded. Motion passed unanimously (5-0). The meeting adjourned
at 1:15 p.m. ,
