Call Meeting to Order: Chairperson Dianne Heath called the meeting to order at 1:30 p.m. A quorum was present. II. Approval of Minutes A correction to the January minutes was made by Sandra Gibson. The names of people who made the motion to hold Bridging the Gap at the Lincoln Center were not in the minutes. Jeanette Namuth made a motion to accept the minutes with the corrections, as read. Sandra Gibson seconded the motion. The motion carried. III. Correspondence: Marcile Wood Award - The date to submit a name had passed. IV. Old Business A. Develop the Action Plan from the 2005 Work Plan — SENIOR ADVISORY BOARD 2005 WORK PLAN The Board agreed to focus on the following in2005. a) Building on Basics b) Senior Center Name and le Anniversary Celebration c) Transportation Issues for seniors I. ACTIVITY HOW IT WILL BE WHO/WHEN ACCOMPLISHED II. Actively support B.O.B. tax initiative and Bud Herin work to include the expansion of the Senior Center in the package. B. March C. Support and participate in fund raising activities for the Fort Collins Senior Center. III. COMMUNICATION A. Recruit and maintain a core of writers for media presentations. 3. Explore possibility of having an article in the Utility Bill that lists programs that provide assistance to seniors B. Maintain effective communications with the City Council, the Mayor and the City Manager. 1. Quarterly meetings with the Mayor, Dianne Heath the SAB liaison, and the City Manager to give and receive information regarding senior issues. Dianne Heath 2. Encourage SAB members to meet as needed with their City Council member to present senior issues. All SAB Board 3. E-mail/Voice Mail C. Attend all City Council meetings where senior issues are being discussed. Encourage All SAB Board SAB members to address Council during public participation segments of Council meetings. IV. COORDINATION/EDUCATION/FACILITATION Jim Downey A. Co -host the Bridging the Gap Senior � g p Jeanette Namuth Network event annually with the Larimer Sandra Gibson County Office On Aging and the City of Loveland Senior Advisory Board to encourage networking and cooperation among agencies, businesses and organizations that service aging adults. Display and/or tour re: B. Host a meeting with the City B•O•B May 11, 2005 Council members annually to promote better communication of issues that may affect seniors. C. Provide information about aging issues to members of the Senior Advisory Board. 1. Recruit speakers that will provide All SAB Board insight into issues, resources, and other items of interest for aging adults to present for members at SAB meetings. 2. SAB members will report at March - Jeanette meetings from books, reports or October - Peggy July - Dianne articles that inform about senior issues. D. Work with the Senior Center Council to promote the Senior Center. 1. Assist the SCC in promoting the 10`h anniversary celebration for the Fort Collins Senior Center. 2. Continue working with the SCC and the City Council to rename the Senior Center. 3. Actively begin soliciting new members and participants to the Senior Center facility and activities. E. Plan for a broad based forum on multiple topics to be presented on senior issues in 2006. Some topics to be presented may include: Peggy McGough 1. Boomers and Aging 2. Aging issues for all races, couples and same sex partners 3. Fears of aging issues 4. How to be more productive in your older years V. TRANSPORTATION A. Continue advocating for public transportation that meets the needs of aging adults in the community. 1. Key area needing transportation is the PVHS Harmony campus. 2. Full access to the south and east quadrants of the metro area. 3. Advocate for a grid system for public transit. 4. Protect all other alternative transportation including Dial -A - Ride, SAINT, and Smart Trips. 5. Facilitate a `Bridging the Gap" meeting with all agencies that provide transportation for seniors to develop networking and identification of needs within our community (consider County- wide?). B. Identify and resolve dangerous intersections for seniors. 1. Work with City departments to resolve these dangers as needed. 2. Work with City and County law enforcement to identify and resolve dangers. B. Annual Report 2004 - Dean put the annual report together and submitted it by the deadline. C. Response to Dr. Ronwin - Dianne Heath composed a letter to Dr. Ronwin explaining the Senior Advisory Board would not recommend City Council to back him. Dean Miller made a motion to accept the letter as written and send to Dr. Ronwin, Bud Herin seconded the motion. The motion carried. There are rules in the City Code pertaining to undesirable actions from a citizen at a City meeting. In the future should this happen the rules will be carried out. The citizen will be asked to leave, if they don't do so willingly, they will be escorted out. A motion was made by Jeanette Namuth and seconded by Sandra Gibson to limit citizen participation to 5 minutes per speaker not to exceed 20 minutes. The motion carried. D. Bylaws Revision Update - Ingrid Decker - There were changes suggested. Bud Herin made a motion to accept the by-laws as corrected, Jeanette Namuth seconded the motion. The motion was carried. Ingrid will make a clean copy with changes and send to Barbara Schoenberger for the Board's approval. E. Wine and Cheese Social - Dean Miller made a motion to provide Council with material concerning the Senior Center, Don Wells seconded the motion. The motion carried. F. Bridging the Gap - Jeanette Namuth - The contract has been signed at the Lincoln Center. Two rooms have been reserved. Volunteers to help would be appreciated. G. Update on grocery tax repeal imitative - Bud Herin - Committee needs funding, Bud will find out where monies should be sent. H. Report on Building on Basics - Bud Herin I. Name change for the Senior Center - A motion was made by Dean Miller, seconded by Bud Herin to bring the Senior Center name change off the table. The motion carried. This will be on the next month's agenda. The report from surveys taken by the Name Change Committee needs to be available at the meeting. V. New Business A. Introduction of new member - Peggy McGough -Peggy has served on Senior Center Council for the past two years. B. SAB has never acted on Steve Budner's suggestion to bring a proposal before City Council to develop a City policy on aging. This will be on the next agenda for March meeting. VI. Liaison reports A. Marjorie McTaggart - TRIAD - April 6th a conference will be held at the Chilson Center in Loveland, the themes will be "Gaming" and "VOA". VOA Handyman program director has resigned, Vista volunteer Erik Kauthold will fill in until another director is hired. Channel 27 Advisory Committee for future senior shows will hold 2"d meeting Feb. 14. They will have an audition for hosts in March. They will film in April, air it in May and shop it in summer for funding. The show will air regularly in the fall if funded. Commission on Status of Women: February & March meetings will be occupied with contests; their 2005 work plan has 9 categories which affect women of all ages; agreed to send SAB their minutes. Commission on Disabilities - Don Wells - It was found that the Lincoln Center has been charging wheel chair individuals higher ticket price than those who occupy a seat. A letter has been sent to Transportation department identifying high priority cross- walks and curb cuts for clearing of snow. Office on Aging - Dean Miller — Presented a copy of the report published for the Larimer County OOA regarding the latest study of needs assessment of the elderly. He will present information at the next meeting. Affordable Housing - Sandra Gibson - When downtown airpark is closed there will be a 120 acre redevelopment project. It will involve the extension of International Boulevard. It will be mixed use of business and residential. There is a possibility part will be Senior Housing. They are also redirecting the canal to take it out of the flood plain; the area is currently in the county but could be annexed. VII.
