APPROVAL OF MINUTES McCoy made a motion to approve the minutes from the April 28, 2005 meeting. Little seconded the motion. The motion passed. 3. Contractor Appeal, Troy Jennings, d/b/a BDR Roofing / Affordable Roofing, Case # 13-05 Fielder explained the procedure for contractor appeals. Coldiron introduced the appeal. The Appellant was seeking a roofing license but did not have experience spanning three years. Before working in roofing, Jennings worked as an independent roof adjuster and inspector. Jennings was seeking a waiver to the three year experience requirement due to this experience. BRB 05/26/2005 Pg. 2 Jennings addressed the Board. Jennings described his roofing experience as a roofing supervisor, insurance adjuster and inspector. His experience included roof assessments, certifications and inspections. Gebo asked Jennings to detail his experience prior to working with State Farm Insurance Company. Jennings explained that he began working in insurance adjusting in 1997, later working as an independent contractor. Jennings stated that he was a licensed roofing inspector and adjuster, certified for wind and hail damage. Coldiron asked how many projects Jennings had completed in the past year. Jennings replied that he had completed approximately 60 roofing jobs. Coldiron noted that Jennings had passed the City roofing exam. McCoy asked if Jennings had any projects pending in Fort Collins. Jennings stated that he did. Fielder asked if Jennings had attended any seminars or had any further experience. Jennings stated that his adjuster license was current and that he attended yearly seminars and an annual conference. Little made a motion to approve a waiver of the three year experience requirement, due to Jennings' previous experience. Carr seconded the motion. The motion passed. Vote: Yeas: Carr, Fielder, Little, McCoy Nays: None 4. Contractor Appeal, Robert Smith, d/b/a Robert Smith Construction, Inc., Case #14-05 Appellant withdrew this case. 5. Contractor Appeal, Keira Harkin, d/b/a Distinctive Neighborhood Homes, Case #15-05 Coldiron introduced the appeal. The Appellant was seeking a Dl license and a one-time class E exemption. Harkin had passed the City's DI exam and submitted projects sufficient for at least a D2 license. One submitted project was permitted as an addition, but the structure (a home) was actually rebuilt from the foundation after a snowstorm. However, City records were not changed to reflect the project as a new single family home, rather than an addition. Harkin was seeking a DI license in order to build 44 single family homes as part of an upcoming development she is involved in and was also seeking an E exemption to complete the second phase of a tenant finish. Harkin addressed the Board. Harkin described her construction experience to include Old Town additions and remodels with extensive detail. Harkin further described the tenant finish for Europa Salon that had previously been completed, as well as provided detail on the upcoming non-structural tenant finish job planned for the salon. McCoy asked for clarification between class E and class Dl licenses. Gebo provided . clarification. McCoy asked if Europa had asked Harkin to complete the tenant finish. Harkin confirmed this and explained that the job had been accepted before her previous partnership had dissolved. Harkin described her expertise to include design work as well as demolition, framing and siding. Carr asked about the license level the previous partnership held. Harkin replied that BRB 05/26/2005 Pg. 3 the company held a C1 license. Gebo asked Harkin to detail her background. Harkin described working in real estate, remodeling 10 homes and then forming her company. Fielder asked for clarification on the extenuating circumstances that might classify some of Harkins's projects as DI. Coldiron explained that for two of the projects submitted, the permit information reflected D2 work, i.e. an addition. These permits were never updated to reflect that the structures needed to be entirely rebuilt as has been stated by the appellant. Coldiron stated that if these two projects were accepted as DI projects, then Harkin would have a third DI project once she finished the home currently in progress which is anticipated to be completed this summer. McCoy made a motion to grant Harkin a DI license and a one-time exception for a class E project. Little seconded the motion. The motion passed. Vote: Yeas: Carr, Fielder, Little, McCoy Nays: None 6. Other Business The Board discussed the building permit process in regard to incorporating changes in permitted work. Meeting adjourned at 2:00 pm.
