Chair Larry Bontempo called the meeting to order at 6:05 PM. The meeting was held at
the Platte River Power Authority offices, 2000 East Horsetooth Road.
Approval of minutes:
Tim Tillson introduced a motion to accept the minutes of the last meeting, seconded by
Herb Saperstone, approval was unanimous.
Community Network:
Discussion by Pat Burns, Colorado State University Director of ACNS:
Dr. Bums discussed the activities of higher education as related to the delivery of
advanced telecommunications infrastructure and services to their constituents. He
discussed the National Light Rail project, a national optical network infrastructure being
explored by higher education that would run in the terabit speed range. He also
discussed other activities that CSU is directly involved in along the Front Range
including the Fort Collins Community Network and the Front Range Gigapop. Dr. Burns
contends that capacity needs are growing by a factor of 25-30 every three years (5-7
times more than what the incumbents can supply). The discussion included CSU's use
of the Internet, wireless capabilities, and voice over IP.
Platte River Power Authority Update:

Bruce Reynolds discussed his recent trip to Provo to see their Fiber to the Home
Project. Approximately 25 homes and several city facilities have been connected. The
city is also working to connect traffic signals. The present goal is to turn up one home
per day. The city is supplying Internet access, cable TV, telephony, and other services.
The majority of the fiber system is being constructed with aerial, blown fiber strands in
micro -duct and mini -switches ($400 each) in the home. Video -on -demand services are
being established at BYU for reviewing classes and at the city for council and other
meetings.
A tour of Platte River Power Authority telecommunications facilities followed the
meeting.

Herb Saperstone moved to adjourn the meeting at 7:33 to begin the tour, Tim Tillson
