Vice -Chairperson Patrick Brady called the regular meeting of the Fort Collins Housing Authority
to order at 7:48 a.m.

III. APPROVAL OF MINUTES
The Board reviewed the minutes from the July 26, 2001 regular meeting of the Fort Collins
Housing Authority. Commissioner Steiner made a motion to approve these minutes. The motion
was seconded by Commissioner de la Garza and passed unanimously.
W. OLD BUSINESS
Ridgen Farm: Mr. Fluharty informed the Board that the application for a $30,000 loan from
Funding Partners for pre -development costs at Rigden Farm has been approved.
A motion was made to approve Resolution No. 01-08, Approval for Ridgen Farm
Predevelopment Loan, and authorizing the Chairperson to execute the loan documents and
accompanying deeds of trust.

4315 JFK Parkway #10: Mr. Fluharty stated that the application for a $90,000 loan from Funding
Partners for the redemption and re -sale of a townhouse located at 4315 JFK Parkway #10 has
been approved. A motion was made to approve Resolution 10-09, Approval for JFK Parkway
Redemption and Re -sale, and authorizing the Chairperson to execute the loan documents and
accompanying deeds of trust.

Northern Hotel: Ms. Brewen reviewed the proposal for management and maintenance of
Northern Hotel and informed the Board that FCHA may need an additional housing coordinator
and maintenance staff if the proposal is accepted. Ms. Brewen will outline staffing needs at the
September Board meeting.
V. NEW BUSINESS
Mr. Tuchscherer (at the request of the FCHA staff) proposed to the Board a revision to the
Personnel Policy, to include allowance of time donations to other employees on approved family
or medical leave of absences. A motion was made to approve Resolution 10-10 Approval for
Employee Handbook Revision for Time Donation.

FCHA has prepared and wishes to submit a HOME Grant application from this funding for the
development at Ridgen Farms in the amount of $241,000. A motion was made to approve
Resolution 10-11 Authorizing the Submission of HOME Application in the amount of $241,000.

Ms. Brewen explain that the State wants appraisals and a market study on land lease. After some
discussion the Board wants to be certain it is clear that using a land lease model is contingent on
the market study. The Board would also like to have the market study done by a fresh
independent firm and we may want to do an interview of the firm. Ms. Brewen informed the
Board that there may be other options for an affordable project we can pursue within the Ridgen
Farm if a land lease won't work.
FCHA has decided to wait until the next funding cycle to submit an application for down
payment assistance set -aside funds. Therefore we will not act on proposed Resolution 10-12.
After some discussion a time frame was developed to complete the Executive Director's
performance evaluation by November or December 2001. We will look at having a mini -retreat
to review an agency work plan, goals and mission.
VI. REVIEW OF MONTLY ACTIVITY REPORT
There were no questions regarding the Monthly Activity Report.
VII. ADJOURNMENT
Vice -Chairperson Brady adjourned the regular meeting of the Fort Collins Housing Authority
Board at 8:45 a.m. The next regular meeting will be held on September 27, 2001.
