HomeMy WebLinkAboutGolf Board - Minutes - 02/22/2002City of Fort Collins Cultural, Library, and Recreational Services Golf Board Minutes: Regular Meeting of February 22, 2002 Council Liaison to the Board: Councilman Bill Bertschy Staff Support to the Board: Jerry P. Brown, Manager of Golf at 221-6350, and Jackie Rael, Executive Administrative Assistant. Call Meeting to Order: Chairperson Mike Sanders called the meeting to order at 4:00 p.m. at the SouthRidge Golf Course Clubhouse. Agenda Review: Jerry added the City Park Nine Stormwater Project to the Agenda. Items of Note: Jerry said that we received a letter of resignation from Brian Cobb. Mike Sanders added the application process has closed and there are 16 applicants. Brian's term expires the end of this year, and Karen Joslin-Aured's term expires the end of 2003. Bill Bertschy and one other Councilperson will have interviews in early March and we should have new Board members attending the March 20 meeting. • Jerry asked the Board if they received the Boards and Commission orientation letter? All said they received it in the mail. Jerry has a copy of all the City's Boards and Commissions Work Plans for 2002 and the Annual Reports for 2001. If any Board member is interested in reading these, please contact Jerry. Approval of Minutes: On a motion by Bill Rutledge seconded by Claire Nelms, the Board unanimously (7-0) approved the Minutes of the January 16, 2002 Regular Meeting. Citizen Participation: No citizen participation. Update on Collindale Clubhouse Project Jerry said bids open March 5 for the construction. Mike Sanders spoke of the pre -bid meeting held at Collindale. There were approximately 15 contractors at the meeting. Since then, Mike has spoken to several local contractors that told him there is a lot of interest in the construction community regarding this project. Jerry said that Purchasing has distributed 59 sets of plans. If all goes well on the bid opening date, we could be under construction by no later than April 1. Golf Board Minutes February 22, 2002 Page 2 Jerry said that the trailer we will use as a pro shop and restrooms will be delivered from Denver by mid -March. The City will take one day to run all utilities to it. The patio deck is being moved to the temporary location adjacent to the trailer. The week the current clubhouse is destructed, the Police Department may hold training sessions in the clubhouse. There will be approximately 80 parking spaces available. Jerry tried to obtain additional parking at Warren Park, but due to the conflict of scheduled games at the park, this is not feasible. We will encourage carpooling to Collindale. Dave Johnson asked about people parking at the mall and have a special Transfort bus to and from the golf course. Mike asked about the golfers parking on the other side of railroad tracks and run a shuttle bus to and from the golf course. Jerry will look into some of these suggestions. There was discussion regarding the vacant lot across the street (north) of the golf course and questions raised if that could be leased for additional temporary parking. Jerry explained to the Board that this land is privately owned and the owner does not seem interested in leasing it to the City. He further explained that if we did obtain that property the City would have to retro fit it for a temporary parking lot with stripes, lights, bumpers, and handicap parking accessibility. We would then have to restore it to its original condition when the Clubhouse project is completed. This could add a great deal of cost to the project. Jerry referred to a Memorandum of Understanding for the sidewalk along Collindale. He read the last paragraph regarding the public input on the sidewalk. Bill Rutledge asked who will call the meeting for public input? Jerry replied that Planning could call that meeting if there was enough concern from citizens, but it might end up being our Board. Jerry explained that the City Plan requires that we have connectivity from the corner of Lemay east past the golf course. The sidewalk and netting project will cost approximately $150,000. Bill asked if the City Attorney handles the claims for the City? Jerry said that Risk Management handles claims unless the claims go to court. Review of SouthRidQe Improvement Proiects Jerry explained the history of the original project and how it had to be scrapped because of the new stormwater regulations. SouthRidge Restaurant/Snack Bar Concessionaire Rob Dahl explained the deck project. He said that we are going to have an expanded patio deck and we have already torn down the old deck. SouthRidge Superintendent Randy Bonneville designed the new deck. It will be expanded 24 feet each way and will be 2,500 square feet. We will add some umbrella tables. We are going to use material that has virtually no maintenance. For security lighting we are going to install a large parking lot type light that will also keep the bugs away from the deck. Hope is to complete the project by April 1. Randy talked about the cart storage building and presented three design options. We will be able to store at least 60 carts in it. Aller-Lingle Architect designed a 40 x 80 building that will blend with the current design of the clubhouse. It will be wood with brick Golf Board Minutes February 22, 2002 Page 3 accents. The total cost of the project is $200,000. Improvement of the trash area will be constructed with this project. Dave Johnson said that Plan B would be his favored option because it blends in with the existing construction. The Board all agreed that Plan B is their preference. Randy further explained that we will also resurface the parking lot with patch and fill and overlay. Bill Rutledge asked if there was ever a petition raised regarding straightening out Lemay Avenue? Jerry replied that to the best of his knowledge there has not been one submitted. Questions were raised at the public meeting at the park site this summer, but apparently nothing transpired from that. The third element of the project is the restrooms. We will not need additional restrooms with the expanded deck, but one will be on the back nine near the 131h green and one near the #5 tee box. Only one restroom will be built at this time. Jerry asked the Board if there is any opposition regarding these restroom projects? Mike Sanders asked if there is some sort of shrubs we could plant to camouflage the restroom building? Randy said yes, we could and we will design landscaping with it if necessary. There was no Board opposition. Final Planning for 2002 "Fort Collins Fore Kids" Event Jerry referred to the memo in the Board's packets regarding the final plans. The main issue raised was the higher age group (up to 14)? SouthRidge Golf Pro Dale Smigelsky said that we will have 7-10 year olds in the morning and in the afternoon for the older kids. We will have the kids pre -register and take up to 100 kids in each group. We talked about having a commitment of $2 registration per kid. Funds raised for this year, will be carried forward for next year's event and will be used for kids who cannot afford the fees. We will distribute flyers to the schools and run some ads. They must turn in their registrations to City Park Nine Golf Course only. We will have their name tags made up prior to the event. Mike Sanders said they should fill out contact information on the back of they flyer prior to registration. Mike would recommend shortening the age group in the afternoon to 12 year olds. Dale thinks we should keep it to 14 year olds as this is the age group that we have potentially more girl participants. The Board, on a motion by Claire Nelms, and seconded by Mike Sanders, voted unanimously to have the event as described with the 7-10 year olds in the morning and the 11-14 year olds in the afternoon with pre -registration of $2 per participant. City Park Nine Stormwater Project Jerry explained that the Canal Importation Basin Master Drainageway Plan on the Mulberry Corridor will impact City Park Nine Golf Course starting this fall (October). The stormwater travels down the irrigation canal, overflows the banks, and spreads out north and south of Mulberry. Heavy stormwaters are not contained in Sheldon Lake. The project will build a detention pond at the 6 h fairway on City Park Nine. This would include a two-phase project with Sheldon Lake rehabilitation first taking the lake down Golf Board Minutes February 22, 2002 Page 4 18 to 20 inches and then Phase 2 would be the project on the golf course. With a 100- year event, the water would drain off the golf course within 24 hours after the storm. This would eliminate flooding on Mountain Avenue and Oak Street. Originally, when Stormwater staff spoke to this Board (October 2000), it was thought that this project would not start until 2006-2008, however, it has moved up on the schedule to this fall. Jerry prepared copies of past Board minutes, which explained this project, and requested Board Members to familiarize themselves with the details, as we will probably discuss this topic again within a few months. Other Business • Jerry explained that there will be some impact to SouthRidge Golf Course with the Lemay Road project starting this fall.
