Barbara Schoenberger explained that the Recreation Division is funded through the General Fund of the City of Fort Collins Recreation programs must recoup cost All class fees are determined by the cost to operate the program Membership donations are used to defray the operational cost of the facility, and also help with senior discounts and reduced fees Aquatics program is not part of the Senior Center operation, it is run by different program staff The physical space and the number of individuals that an instructor can work with determine class size A percentage of participants may not attend every class ❖ "Front Range Forum Classes are some times over booked Is there a policy that you can have only so many in a class?" Barbara Schoenberger explained that the fire department established room capacity (based on square footage) when the Senior Center opened Front Range Forum has a program committee that organizes those programs and establishes enrollment numbers ❖ Traffic problem on Swallow was detailed A gentleman received ticket (from an unmarked car) for speeding and had to pay $70 00 He found out that 117 tickets were given in one day Darren Gunn suggested slowing down That stretch of roadway is next to a school and needs to be patrolled Bud Henn suggested that the participant call the Traffic Engineer ❖ Bill Benton expressed that a problem exists in Fort Collins with the bus system Ladies are being threatened and intimidated by the college students Loveland has an Ambassador Program, where volunteers ride buses to help with questions and other issues Volunteers wear special vests to be identified Bill Benton met with the Mayor Ray Martinez and Mayor Martinez suggested meeting with the Senior Advisory Board to ask them to work with CSU to start this program in Fort Collins An audience member, who rides the bus daily, said she feels that it is not the CSU students causing the problem The problem is caused by those 17 and younger who do not have to pay to ride the bus She feels high school students should be charged, thus eliminating them riding a block getting off and then back on ❖ Question on bridge hours Pat Moore explained how the participants decided the time and rooms ❖ It was suggested that a coffee/tea drive be held to help with expenses to provide coffee Call Meeting to Order Vice Chairperson, Mike Richardson called the meeting to order at 130 p in III Approval of Minutes Bud Henn made a motion to accept the minutes from the September meeting, John Smith seconded the motion Motion passed IV Correspondence None V New Business A Holiday Social - Eileen Hendee offered to host the social event at her house on Wednesday, December 10 B Retreat for SAB 2004 is scheduled for Wednesday, January 14, 2003 from 12 00 p in to 5 00 p m at the Senior Center C Committee to develop 2004 Work Plan (due end of November) was determined Eileen Hendee will chair with help from Bud Henn and Mike Richardson D Outreach meetings for 2004 were discussed Eileen Hendee will set up Aspen Club Northside Atzlan, Good Samantan, Foothills Rotary, Altena Sterling House Lunch between Senior Center Council and SAB should be a yearly event Dean will contact Collmwood before next month and then a schedule will be set E 2003 Annual Report (due end of January) will be compiled by Mike Richardson and Dean Miller VI Old Business A Bndging the Gap — Jim Downey reported that it was a very successful luncheon with 150 people in attendance The Senior Advisory Boards of Fort Collins and Loveland and the Lanmer County Office on Aging sponsor this event B SAB meeting schedule was discussed Mike Buderus can not get off for the November meeting and has asked the Board to move the meeting time to 4 00 p in to 6 00 p in A permanent move to this hour would not accommodate seniors who do not dnve at night Barbara suggested that the Board consider meeting over the lunch hour John Smith suggested SAB members write a letter to Ace Hardware asking them to let Mike attend the meeting once a month A motion was made for Mike Richardson to wnte the letter, seconded by Bud Henn C 2003 Mayor's Award — Commission on Disabilities was discussed The SAB nominated Rick Aulmo Barbara Schoenberger submitted the letter D Letter regarding concerns at Parklane was discussed Jim Downey had no recollection of this assignment The expressed concern was apparently homeless people were entenng the building and loitenng in the adjacent neighborhoods Mike Richardson asked Bud Henn to wnte the letter E Update on letter regarding transportation concerns John Roberts wrote a letter to the Editor of the Coloradoan that was published on September 28, 2003 identifying transportation concerns in the south comdor He received a letter from John Fishbach and Ray Martinez thanking him for his efforts Mike Richardson expressed a belief that SAB needs to continue wnting letters F Update crosswalks at Oakbrook I and II Jim Downey wrote a letter to the Mayor concerning the crosswalks at the Foothills Mall The crosswalks have been moved, one at the front entrance and the other at park number 2 Jim will write a Thumbs Up G Update on transportation presentation (John Smith) was held over for next meeting H Mike Richardson reviewed update on the regional transportation meeting held in May Each SAB member was given a copy of the report John Smith and Mike Richardson will continue to work on the issues raised and attempt to identify the 40 agencies involved I Letter to City Council regarding property on Shields and Ramtree (Dianne Heath) was tabled to the next meeting J Update on senior survey/questionnaire (Dean Miller and Eileen Hendee) was tabled to the next meeting K The discussion to identify means to make recommendation to City Council regarding future planning for increase in older adults will be incorporated into the Work Plan for next year L 2003 Work Plan review was completed VI Liaison Reports A Senior Center — Bud Henn — October is devoted to a celebration of German culture including a travelogue on Germany on October 9 h October 13`h the opera "Die Meistersinger", and October 24th is an Oktoberfest with Jim Erhlich Friends of the Senior Center will host their annual Wine & Cheese social on October 22"d from 4 00 pm to600pm B AARP — James Downey — The annual AARP Conference is open to public and free of charge The event is co -sponsored by the Senior Center "Reinventing Aging in a Changing World" is this year s topic Conference will be held Thursday, October 16 C Office On Aging — Dean Miller — People live on the average of 11 years longer than they expected to live People need to begin planning their lives a little more thoughtfully and mindfully Transportation in relation to independent living is in the forefront Caregiver Program has had approximately 50 applicants, 31 have received some assistance D Transportation — Darren Gunn received a big report talking about Mason Transportation Corridor An Open House at the Harmony Library with the focus being on the trail segment south of Harmony is scheduled Upcoming agenda indicates there will be work on the Transportation Master Plan update for the year Some of the items being discussed will be emission test levels, enhanced travel corridors etc and street oversizing fees E North Platte Range Metropolitan Planning Organization — SAB received a letter Mike Richardson will review Next meeting is scheduled for November 12 at 1 30 p in at the Senior Center VII Adjourn — Bud
