HomeMy WebLinkAboutElectric Board - Minutes - 08/18/2004City Council Liaison Ray Martinez Staff Liaison Leslie Mooney 416-2703 Fort Collins Utilities Electric Board Minutes Wednesday, August 18, 2004 Electric Board Chairman Electric Board Vice Chairman Alison Mason 493-1295 Jeff Lebesch 221-0543 Roll Call: Board Present Chairperson Alison Mason, Board members, Tracy Babst-Wiedenbrug, Dan Bihn, John Harris, Jeff Lebesch, John Morris and Lisa Skolds Staff Present: Patty Bigner, Bill Bray, DeEtta Carr, Eric Dahlgren, Bob Micek, Leslie Mooney, Tom Rock, Dennis Sumner, Doug Swartz, and Wendy Williams Meeting Convened Chairperson Alison Mason called the meeting to order at 5:40 p.m. Approval of Minutes of of July 21, 2004 Meeting Chairperson Alison Mason asked if there were any corrections to the minutes of the July 21, 2004 meeting. Board member Tracy Babst-Wiedenbrug noted that on page two, sixth paragraph, the second to last sentence was incomplete. Board member Dan Bihn made a motion, seconded by Board member Tracy Babst-Wiedenbrug to approve the minutes as amended. The motion passed unanimously. Introduction to New Board Member — John Morris Chairperson Mason introduced John Morris to the Board. John stated that he is the Assistant Facilities Director at Colorado State University. He was a member of the Water Board for eight years and wanted to stay involved in the community. Electric Board Meeting Minutes August 18, 2004 Page 2 Platte River Power Authority Presentation — John Bleem John Bleem, of Platte River Power Authority, spoke about how pricing of wholesale electrical power is determined. He stated the wholesale rate environment is very complex and is broken down into different rates depending on the load requirement of an aggregate customer base for each municipality. There are a number of factors that contribute to the costs, such as climate temperatures, hourly load changes, peak usage, system losses, surplus hourly sales during peak hours, resource costs, population growth and increases of air conditioned homes. These costs are calculated on an annual hourly average and then compressed into a twelve grid index. Board member Dan Bihn asked if the city's programs to reduce energy demand from its customers have any effect on Platte River's rate to the city. John replied that although the reduction in energy consumption is valuable, it does not have any effect on the rate to the city unless the city's demand exceeds the peak. New Home Stakeholder Group — Doue Swartz Doug Swartz, Energy Services Engineer, updated the Board on some of the progress the group has made in the area of improving energy conservation building practices in new homes. The board noted that there are many labels being put out that profess to guarantee energy efficient homes. Doug replied that a study needs to be done to qualify these labels so that they are meaningful to the public. Other Business The Board discussed having a joint meeting with other local Electric Boards after a tour of the Rawhide Power plant on September 20. Adiournment Board member Jeff Lebesch made a motion, seconded by Board member Dan Bihn to adjourn. The motion passed unanimously.
