Parks and Recreation Board
2004 Work Plan and Meeting Schedule
The Parks and Recreation Board consists of nine citizen members appointed by the City Council.
The Board acts as an advisory board and advises and makes recommendations to Cultural, Library,
and Recreational Services and the City Council for their approval as to rules, regulations, policies,
and administrative and budgetary matters pertaining to Parks and Recreation, excluding matters
relating to the operation and maintenance of City -owned golf courses and cemeteries. The Board
assists the City in cooperating with the Poudre School District and other organizations and
individuals interested in the City's parks and recreation programs. Members serve four-year terms,
and they serve without compensation.
All regular Parks and Recreation Board meetings are scheduled for the fourth Wednesday of each
month at the Cultural, Library, and Recreational Services Administrative Offices, 215 North Mason
Street in the Community Room, at 5:30 p.m. The Board may choose to meet in other locations that
will be publicly announced. The 2004 meeting schedule is as follows:

• Discuss plans for replacement of the Northside Aztlan Community Center and select site
• Attend the grand opening of the Gardens on Spring Creek

• Provide input into the Community Park Improvement Projects

• Provide recommendations on trail grant opportunities
• GOCO funding for trails
• Discuss special districts
• Provide input on park design recommendations to reduce maintenance costs.
• Participate in opening of the YAC Gym

Neighborhood Parks
• Review the Iron Horse Neighborhood Park design, Case Park final phase, Huidekoper Park,
Waterglen Mini Park, and Oak Street Plaza
• Provide recommendations on parkland acquisition
• Provide input on new park construction — Rabbit Bush Mini Park, and Soft Gold Neighborhood
Park
• Review Management Plans for neighborhood parks and make recommendations on park
improvements
Community Parks
• Review design and discuss issues relating to the design for Southwest Community Park
• Review design for Rolland Moore parking lot addition
• Review the design for the City Park core area plan
• Review each of the Management Plans for the community parks and make recommendations on
park improvements.
• Review community parkland acquisition options
Trails
• Fossil Creek Trail —College to Shields design
• Continue to review the location and construction of new trails, including the expansion of the
Poudre River Trail, Fossil Creek Trail, and Power Trail.
• Review progress of asphalt to concrete conversion of Poudre Trail and the Spring Creek Trail
• Support trail funding through Conservation Trust Funds, Natural Areas sales tax, grants, impact
fees, and other funding sources.
• Keep the Board and staff updated on the Trails Subcommittee meetings
Other Proiects/Promrams
• Natural Areas Issues as they relate to Parks and Recreation
• Continue supporting the Youth Activity Center and associated fundraising efforts for the
gym.
• Support the recreational aspects of the Poudre River Corridor Plan
• Review opportunities for non -programmed activities such as kayaking and rock climbing
• Provide recommendations on the design and construction of the North Taft Hill Dog Park
• Provide recommendations on issues relating to the drought
• Involvement in the City Plan Update
• Discuss plans for an in -line hockey rink
• Discuss skate park use/safety issues
• Discuss options to effectively resolve neighborhood complaints regarding park design and
trail location.
• Provide recommendations for regional recreational opportunities related to the Open Lands
Program
• Provide recommendations on the Poudre River Enhancement Project
• Provide recommendations on Inspiration Playground
