The Fort Collins Electric Board was created by City Council action on August 20, 1991. The
primary function of the Board, as stated in Ordinance No. 100, 1991 is "to advise the City
Council on policy matters pertaining to the municipal electric system."
In response to the charge, the Electric Board proposes the following Work Plan for 2004.
Outreach
• City Council
• Community
• Educate the public on Electric Energy Supply Policy, Demand Side Management, and the
benefits of public power
• Review the Utilities' outreach plans including;
- communications program to build on current service satisfaction
- energy conservation and renewable programs
- future satisfaction surveys
Fiscal Consideration
• Review 2005 budget
• Review rate structure options; such as tiered, lifeline
• Review Purchase Power Reserve policy
Net Metering
• Review current policy
Electric Energy Supply Policy Implementation plans
• Annual review and update to City Council, to include: Demand Side Management,
alternative energy resources, rates, undergrounding, system reliability
• Take leadership in proposing policies on electricity and clearly communicate those
positions
Updates
• Update from Utilities' staff on the state of the organization
• Invite Platte River Power Authority's General Manager to provide an update
• Legislative issues
• City's climate protection program
• Telecom update
• Board member to review PRPA's minutes and provide updates
• Review City's green power purchase program (including affect new policy has on
subscription rate).
• Give the City Council and Electric Board members a tour of the Fort Collins Utilities.
