Create liaison positions to other groups: Jon Fairchild — Transportation Board Kay Rios — Senior Advisory Board, Affordable Housing Coalition of Larimer County, OOA Senior Attainable Housing Committee, Dial -A -Ride Advisory Committee Isabel Garity — Planning and Zoning Commission Denise Rogers — Continuum of Care Coalition Jane Phelan — Natural Resources Board Joe Hebert - Commission on Disability Isabel Garity — Severe Weather Shelter Kay Rios- Catholic Charities northern Pete Tippett — Board of Realtors B. Continue to keep the public advised on affordable housing issues and assist staff with public presentations. C. Invite speakers to attend Board meetings and provide presentations on current projects, programs or issues. D. Encourage developers to attend Board meetings and, during citizen participation, provide information on issues, obstacles, suggestions. E. Assign topics to be researched by board members. F. Provide a list of issues/suggestions to Council before its yearly retreat. G. Formulate opinions on topics (i.e. land banking, sales tax rebates), and forward assessment to Council. H. Ensure that Board members are present at Council meetings when affordable housing issues are discussed. I. Where appropriate, devise a means to provide the Larimer County Commissioners with information and comments about affordable housing issues. II. Advocacy A. Revisit the Impact Fee Rebate Program. B. Explore establishing a fund from Affordable Housing or General Fund monies for repair and maintenance of subsidized housing. This would include conditions that would require a guarantee for years of affordability. C. Explore establishing a fund from Affordable Housing or General Fund monies for repair and maintenance or upgrade of manufactured housing. D. Review statistics on the down payment assistance program. E. Investigate feasibility of extending down payment assistance programs to manufactured home parks. F. Investigate practice of assessing application fees for low income rental housing. III. Policy Development and Review A. Review City Plan and, via Board vote, make recommendations to City Council. B. Review the nexus study report and, via Board vote, provide recommendations to City Council. C. Monitor changes to the Development Review Process and provide comments to staff and City Council via the entire Board. D. Advocate for policies that support affordable housing.
