Chairperson Alison Mason called the meeting to order at 5:17 p.m.
Auuroval of Minutes
Chairperson Mason asked if there were any corrections to the minutes of September 9, 2003.
Board member Dan Bihn made a motion, seconded by Board member Jeff Lebesch to approve
the minutes as written. The motion was unanimously adopted.
Million Solar Roofs Initiative for Northern Colorado — Alison Mason
Chairperson Mason spoke of a program promoted by the Colorado Department of Energy which
encourages local governments and people in the energy industry to form local coalitions to
promote one million solar installations in Colorado by 2010. Trees, Water & People was awarded
a grant to help form local partnerships and form coalitions to find innovative ways to promote
solar energy. The current partners are the City of Fort Collins, Platte River Power Authority,
Western Area Power Administration, Trees, Water & People, Sierra Club and the Northern
Colorado Renewable Energy Society. She added that they have a one year grant to help educate

the public on solar heat and electricity and she hopes that some of the solar roof activities will
complement the Electric Board's work plan.
Colorado New Homes Choices Camuaien — Doue Swartz
Doug Swartz, Energy Services Engineer, gave a Power Point presentation on "What to Look For
in a New Home" outreach to help new home buyers know what questions to ask and what
construction practices result in homes that are safe, comfortable and energy efficient. As
previously presented to the Board, staff has been working on ways to use the results of the new
home study to transform the market for builders and buyers of new homes. Doug has been
working with a stakeholders group to promote a `whole house as a system' approach to designing
and building new homes. The presentation is part of the public awareness program.
In response to a question about whether there is a certification process for builders, Doug replied
that while there currently is no certification, the stakeholders group is having an impact on
energy conservation. He stated that the biggest impact on energy conservation is correct sizing of
air conditioning in residential buildings. Most residential air conditioners are oversized.
Discussion on Green Pricine
Chairperson Mason stated that for the next meeting she would like the Board to start thinking
about green pricing and the possibility of rate basing Medicine Bow wind.
Other Business
Chairperson Mason suggested that a longer meeting be held in November to could catch up on
some topics and possibly avoid a meeting in December. They agreed to schedule a meeting at
5:30 to 8:30 p.m. on November 18, 2003. (This date was later changed to November 20, 2003
from 5:30 to 8:30 p.m.) If needed, the December meeting will be on Wednesday, December 17t'
at 5:30 p.m.
