HomeMy WebLinkAboutElectric Board - Minutes - 11/20/2003City Council Liaison Ray Martinez Staff Liaison Leslie Mooney 416-2703 Fort Collins Utilities Electric Board Minutes Thursday, November 20, 2003 Electric Board Chairman Electric Board Vice Chairman Alison Mason 493-1295 Jeff Lebesch 221-0543 Roll Call: Board Present Chairperson Alison Mason, Board members Tracy Babst-Wiedenbrug, Dan Bihn, Jeff Lebesch, Barbara Rutstein and Lisa Skolds Staff Present Patty Bigner, Bill Bray, Eric Dahlgren, Leslie Mooney, John Phelan, Tom Rock, Suzanne Jarboe - Simpson, Mike Smith, Dennis Sumner, and Wendy Williams Meeting Convened Chairperson Alison Mason called the meeting to order at 5:50 p.m. Aonroval of Minutes Chairperson Mason requested that the minutes of the October 15, 2003 meeting reflect that she is the director of the Million Solar Roofs Initiative and that Trees, Water & People was awarded the grant. She also requested that the City of Fort Collins be recorded as a partner of the coalition. Board member Tracy Babst-Wiedenbrug made a motion, seconded by Board member Dan Bihn to adopt the minutes as amended. The motion was unanimously adopted. Appreciation for Barbara Rutstein's Years of Service Chairperson Mason read retiring Board member Barbara Rutstein a letter of recognition for 12 years of service on the Electric Board. Mike Smith presented her with a gift certificate. Update on Energy Efficiency & Load Management Initiatives — John Phelan John Phelan, Energy Services Engineer, gave a brief update of the new conservation and load management initiatives that staff is working on. Potential programs include a residential lighting campaign, a refrigerator recycling program, and direct installation lighting for small commercial customers. He stated that staff is working on a public awareness and education plan for the programs. He stated that he has attended meetings of the Chamber of Commerce's new Electric Board Meeting Minutes November 20, 2003 Page 2 environmental committee. The Chamber's outreach efforts and credibility will help promote the City's programs. Update on Wind - Mike Smith Mike Smith, Utilities General Manager, stated that the City Attorney determined that the Utility cannot buy greentags through rate basing. He stated that he asked Platte River Power Authority if they would consider putting together a product of wind energy with the green attributes attached, and they agreed that they can. So, the Utility will buy renewable energy from Platte River and they will format it by greentags and tie those greentags to actual energy that is delivered to the Utility. He added that after Council approves the budget Platte River will go out and get some prices. 2004 Electric Board Workplan - Suzanne Jarboe Simpson Suzanne Jarboe Simpson, Utilities Training and Safety Supervisor, facilitated a discussion of which 2003 work goals were completed and which needed to be carried over, as well as identifying new goals for 2004. The 2004 work plan includes: Outreach • City Council • Community • Educate the public on Electric Energy Supply Policy, Demand Side Management, and the benefits of public power • Review the Utilities' outreach plans including; - communications program to build on current service satisfaction - energy conservation and renewable programs - future satisfaction surveys Fiscal Consideration • Review 2005 budget • Review rate structure options; such as tiered, lifeline • Review Purchase Power Reserve policy Net Metering • Review current policy Electric Energy Supply Policy Implementation plans • Annual review and update to City Council, to include: Demand Side Management, alternative energy resources, rates, under grounding, system reliability • Take leadership in proposing policies on electricity and clearly communicate those positions -2- Electric Board Meeting Minutes November 20, 2003 Page 3 Updates • Update from Utilities' staff on the state of the organization • Invite Platte River Power Authority's General Manager to provide an update • Legislative issues • City's climate protection program • Telecom update • Board member to review PRPA's minutes and provide updates • Review City's green power purchase program (including affect new policy has on subscription rate). • Offer tours of Utilities facilities to the City Council and Electric Board members. ++++++++++++ Other Items Board member Barbara Rutstein shared some of her experiences while on City Council and offered advice for working with the Council.
