Randy Hensley — City of Fort Collins Parking Department
Randy had teams go out and evaluate parking spots one by one, checking their current status against their
current guidelines. This program is currently fully funded.
One outcome is that they have put up more "single vehicle only" signs for the extra -wide parking spaces
made to accommodate vans with lifts. Currently, the city code does not disallow multiple vehicles in a
single spot. So, there is no way to ticket the second vehicle. The further quandary is that there is no
known way to know who would be the presumptive violator, if the code was changed to make multiple
vehicles in a single spot illegal.
Action — Commission to ask for some kind of action from the city on the issue of 2 vehicles in a single
spot.
In the mean time, solutions such as painting hash marks are too expensive and restrictive, however,
pulling in in such a fashion as to take too much space for a second vehicle is acceptable.
Laura requested that the city publish locations of all handicapped spaces in a paper, e.g., Coloradoan.
Currently the deparmtent puts together maps of all parking spots with handicapped spots indicated.
Mark notes that there is a new extra wide space at 300 S. College.
The police department administers the volunteer handicapped parking enforcement program.
Susan requested some statistics, number of tickets issued vs. paid from Randy. However, the City doesn't
get information about tickets from the police program unless the violator pays for the ticket. But, the
police department told Susan to ask Randy. The City cannot currently track this information but may be
able to derive it. Randy will follow up.
An issue of concern from the volunteer program is that people may not be able to view a caes dashboard.
However, it is legal for a handicapped parking placard to be displayed on the dashboard.
In Randy's estimation, greater than %50 of tickets are currently forgiven.
Randy suggests that the COD invites the court referees to one of our meetings. When Randy explains his
frustration with the number of forgiven tickets, he usually notes that more tickets are thereafter enforced.
Action - Invite the court referees, Mark Workman and Dan Martin, to explain their process.
All private property is under the authority of building and zoning department.
Mark discussed the possibility of implementing more spots and he would like one near Lincoln center, last
spot on the left near the ramp on Magnolia.
In the Lot at the Center, the south side of the building has handicapped spots with spots next
to it hashed, and cars often park there, doubling up in the space. These spaces need the "single vehicle"
signage.
In Sheldon Lake City Park there are new walkways around lake with ramp down to street. The ramp is
great, however, more often than not, there is a car parked in front of the ramp.
Community Member, Steve Rierson, mentioned that the Northern Hotel Parking needs more spaces.
Randy notes that signage that gives cost of fines reduces violations, based on reduction of tickets from
Randy's staff.
How can we handle snow shoveled into spots? Randy mentioned that the City isn't doing it intentionally,
and are trying to avoid piling in any spots. In heavy storms they make every attempt to clean out any spots
that have not been initially cleaned as quickly as possible.
Laura notes that the railings on spring creek trail bridges have been put up and the commission thanks
Randy for his part in making this happen.

Truncated Domes
The City is looking for a recommendation from the Commission on the issue of the Federal mandate for
truncated dome warnings for entries into crosswalks.
The domes represent a 30% increase in cost per ramp over the current city standard. The current standard
is grooves with a pigmented warning area. Changing the standard to include truncated domes will mean
that fewer curb cuts will be made in the future due to the increased cost.
Of the three methods that the City has considered, the large preformed blocks seem to be the best all
around option.
The Commission notes its support for Engineering making the right decision given their past
commitment to supporting efforts to make the streets and sidewalks safer and more accessible for all
Fort Collins residents
Cam will send on information on the request to get the grading to be matched up with the ADA ramp
requirements for home accessibility for PHA for proper consideration.
Motion: To hold a special meeting on the 27a of May for the purpose of finishing the agenda from
this meeting.

On Thursday. June 3rd the Board of Realtors is holding a sensible housing summit at the Lincoln Center
PHA was invited to be a major part with National media attention.
It is a free, but ticketed event The primary foci will be Affordable housing, attainable housing and
practical housing.
Inspirational Park is applying for a GOCO grant and is soliciting letters of support Jerry has more
information.
The art show is now July 31st in old town square.
PHA setting up new brochure printing. Two brochures at 1000 a piece.
