Citizen Review Board Meeting Minutes
Wednesday, January 21, 2004

Present: Becky Richardson, Chairwoman, Maria Martinez, Vice Chairwoman, Jim Butzek, Harry Edwards,

Call to
Order: The meeting was called to order at 6:00 p.m. by Chairwoman Richardson. There were no minutes
of prior meetings to be reviewed and approved. The City Attorney advised that all minutes should
be formally reviewed, approved and adopted by motion of the Board. Subsequent to the adoption,
the minutes would be signed by the Chair. It was determined that the official copy of the minutes
was to be filed with the Office of the City Clerk.

Absences: B. Carroll had submitted written notification. M. Garcia had telephoned with personal emergency.

Chief
Harrison: Chief Harrison met with the Board to discuss the following matters of interest:
1. The current functioning of the Internal Affairs process
2. The perception by the Office of Police Services of the Board and it functions
3. Comments received by Police Services from Complainants of prior Board actions
4. Discussion of the nature and extent of the policy jurisdiction of the Board
5. Past and future training and informational seminars provided by Police Services to the
Board
6. Mutual consideration of policy reviews
7. Discussion of the "stand-by policy'
8. Liaison position and the Board relating to continuity, requirements and responsibilities
The Board expressed it's gratitude and appreciation for the past assistance, training and
informational programs provided by the Office of Police Services and asked that Chief Harrison
convey this to the Department.

Business: Subcommittee Recommendations — Memorandum of January 21, 2004, drafted by Lt. Jim
Broderick was presented to the Board for review and consideration advising of changes to the
internal investigative process. Upon review and discussion by the members of the Board it was
moved by Member Edwards and seconded by Member Butzek that the Board adopt the
recommendations, items 1 through 5, as set forth in said Memorandum. After further discussion
the motion was adopted unanimously.

"With respect to Case 2004.01, Chairwoman Richardson was selected as the Alternate Member.
Chairwoman Richardson rescued herself from participation in this case and members ascended to
new positions of participation.
"Case 2003-24 was distributed to members with Member Carroll's to be delivered by FCPD.
• Less -Lethal Force Lecture/Training - February 18, 2004, at 6:OOPM was the date and time set
for the lecture/training which was to be held at the Police Services Training facility located at 2554
Midpoint Drive, Fort Collins. It was moved by Member Evans and seconded by Member Edwards
to move the meeting of the next CRB meeting to the date, time and place stated. The motion
carried unanimously. Chairwoman Richardson to arrange for posting of the meeting.
• Policy Distribution - Lt. Broderick provided new/replacement policies for insertion into the Policy
Manual of each member. General Directive A-21 and B-3 were distributed along with Boards and
Commissions Manuals, revised January 2004.
• Bias Policy Report - It was determined that this item has not been reviewed recently. Matter
consists of responses to business cards handed out by officers on all traffic stops which provides
information on reporting misbehavior, problems or citizen concerns.
• Election of Board Officers - Election of Board Officers deferred to March meeting or thereafter.
Motion by Chairwoman Richardson and seconded by Member Edwards to move the scheduled
March 17, 2004, regular meeting of the CRB to March 24, 2004. The motion carried unanimously.

e Annual Report - The draft annual report was presented to the Board. After review and
discussion it was approved with the following amendments: Paragraph 2 would be amended by
striking out the last sentence of that Paragraph. That "Lt Broderick" should be inserted in the first
sentence of Paragraph 2 following the words ... "Sgt. Cory Christensen,". That Paragraph 4 be
modified to identify Becky Richardson as being selected the Chair. That Paragraph 5 be stricken in
its entirety. Chairwoman Richardson to revise the Annual Report and transmit same to each
member via email.
Dubois Matter - The Board was advised that this matter has resulted in a civil case being filed in
the Federal District Court. Matters which came before the Subcommittee reviewing this case may
be subject to subpoena.
Adjourn: At 7:50PM Chairwoman Richardson moved to adjourn. Vice Chairwoman Martinez seconded the
motion. There was no discussion and the motion carried unanimously.
