Regular Meeting

Present: Jim Butzek, Brian Carroll, David Evans, Monica Garcia, Maria Martinez,
and Becky Richardson (arrived late).
Absent: Harry Edwards
Staff: Lt. Jim Broderick, Assistant City Attorney Greg Tempel, and Secretary
Wendy Hartzell

Call to
order: The meeting was called to order at 5:40 p.m. The October 2003 minutes
were reviewed. There were no corrections. Brian Carroll made a
motion to approve the minutes as written. Monica Garcia seconded
the motion. There was no discussion and the motion carried 5-0.
• The November 2003 minutes were reviewed. Jim Butzek noted that his
named needed to be added to those who were present and the spelling of
his name corrected on the second page. Brian Carroll made a motion
to approve the November 2003 minutes with the above -mentioned
corrections. Monica Garcia seconded the motion. There was no
discussion and the motion carried 5-0.
Absences: Harry Edwards will be absent until the May meeting.

Cases: Lt. Broderick reported that Case #2003-22 has been finalized and he
distributed the additional IA materials to the subcommittee members. The

subcommittee set March 3, 2004 at 6 p.m. as the date for its consideration
of Case #2003-22.
The subcommittee for Case #2003-24 set March 3, 2004 at 7 pm as the
date for its consideration of that case. Becky Richardson will take Harry
Edwards' place on the subcommittee due to Harry's unavailability and
Dave Evans will take Becky's place as alternate as Dave is next on the
randomly -drawn list. The 45-day time limits for review of cases was
discussed, and Greg Tempel reminded members that a written notice
stating the reason for taking the additional 30 days is required. A copy
must be sent to the complainant and to Police Services.
Regarding Case #2003-16, Dave Evans stated that the subcommittee
minutes were prepared and ready for approval. Greg Tempel stated only
those members of the subcommittee may approve the subcommittee
minutes. After the minutes are approved by the subcommittee, they can
be distributed to the other members of the CRB. A motion was made by
subcommittee member Becky Richardson to approve the minutes of
Case #2003-16. The motion was seconded by subcommittee member
Dave Evans. There was no discussion and the motion passed 3-0.
March
meeting At its January meeting, the Board voted to reschedule the March 17th
meeting to March 24. It was discussed that this date also conflicts with
many schedules. Brian Carroll made a motion to cancel the March
meeting. Monica Garcia seconded the motion. There was no
discussion and the motion passed 5-0.
Training: Less Lethal Force Lecture and Training was presented to the CRB by Sgt.
Don Whitson.
Adjournment: Brian Carroll made a motion to adjourn the meeting. Monica
Garcia seconded the motion. There was no discussion and the
motion passed 6-0. The meeting adjourned at 8:25 p.m.

Meeting: Wednesday, April 21, at 6:00 p.m. in the CIC Room, 300 Laporte
Avenue.
