I. CALL TO ORDER
Chairperson Patrick Brady called the regular meeting of the Fort Collins Housing Authority to order at
7:40 a.m.
II. CITIZEN INPUT
There was no citizen input.
III. APPROVAL OF MINUTES
The Board reviewed the minutes from the November 11, 2003 regular meeting of the Fort Collins
Housing Authority. Commissioner Greeley made a motion, seconded by Commissioner Sollenberger to
approve the minutes of the November 11, 2003. This motion was passed unanimously.
IV. OLD BUSINESS
Fort Collins Housing Corporation Properties Ownership:
Ms. Brewen informed the Board that Mr. Harkness, our bond attorney, believes we need to have the
properties deeded back to the Authority, and then they may be deeded to the Corporation along with filing
the proper IRS documents. Ms. Brewen will request an estimate from Mr. Harkness for his services to do
this.
V. NEW BUSINESS
Employee Handbook Revision for Gratuities and Gifts:
Ms. Brewen presented the Board with Resolution No. 04-01, revision to the Employee Handbook
regarding acceptance of gratuities and gifts. Commissioner Tharp made a motion, seconded by
Commissioner Sollenberger to approve Resolution No. 04-01, after removing the line "possibly including
meals, lodging, travel expenses or tickets to sporting events, recreational, and educational or cultural
events". The motion was passed unanimously.
Homeownership Program Expansion:
The board has currently allocated 10 vouchers to be used for the Section 8 Homeownership Program.
HUD federal regulations do not specify a percentage of Section 8 rental vouchers that may be used for the
Homeownership Program. Vouchers used in this program have a 15-year time limit (unlike the unlimited
time of rental vouchers) and after this time period the voucher wili4vcycle back to another family in
immediate need. Staff recommends that the Board approve allowing 40 families to participate in the
Section 8 Homeownership Program at one time. This will include families who have already purchased
homes under the program and families who are currently working toward homeownership. Furthermore,
it is recommended that the board approve continued use of Section 8 administrative fees for 100% of the
salary and benefits for the coordinator. Commissioner Tharp made a motion, seconded by Commissioner
Sollenberger to approve Resolution 04-02, adopting revisions to the Section 8 Homeownership Program
guidelines and dedicating funding. The motion was passed unanimously.
2003 Year in Review and 5-Year Work -plan:
Ms. Brewen presented the Board with the 2003-Year in Review.
Board of Commissioners Slate of Officers for February Election:
Commissioner Brady nominated Commissioner Steiner for Chairperson and Commissioner Sollenberger
as Vice Chairperson. Commissioner Honn made a motion, seconded by Commissioner Tharp to accept
this slate of Officers. This motion was passed unanimously.
VI. LEGISLATIVE ISSUES
The Board discuses the following Legislative issues. Radon Mitigation, International Building Code and
the Affordable Housing Board Representation. Commissioner Tharp disused the City of Fort Collins
Rental Licensing. Ms. Brewen met with Senator Allard in December.
VII. ADJOURNMENT
Chairperson Brady adjourned the regular meeting of the Fort Collins Housing Authority Board at 9:18 a.m.
The next meeting will be held on February 26, 2004.
