Re: 2004 Current Planning & Zoning Board Annual Report
The Planning and Zoning Board saw one membership change during 2004. Jerry
Gavaldon, Vice Chair's term expired in December 2004 and was replaced in January
2005 with William Stockover. Member Schmidt's term also expired and was
reappointed for another four year term in December 2004. Other members at the
end of 2004 included Mikal Torgerson, Chairperson and members Jennifer
Carpenter, Sally Craig, Dave Lingle and Judy Meyer.
In 2004, the Planning and Zoning Board held 13 regular public hearings, taking
action on an average of eight items per meeting. The Board held 13 work sessions
prior to the regular meetings. In addition, there was also one Board/staff retreat.
The Development Review agenda items for the year totaled:
5 Overall Development Plans (including amended plans);
12 Project Development Plans;
10 Vacations;
17 Easement Dedications;
1 Easement Assignment;
7 Modifications of Standards;
3 Rezonings;
8 Annexations totaling approximately 148.12 acres;
3 Major Amendments;
3 Site Plan Advisory Reviews; and
2 Out -of -City Utility Requests
The Board provided recommendations to the City Council on the following items:
• Biannual Revisions, Clarifications and Additions to Land Use Code;
• Boards and Commission recommendations to the Planning and Zoning
Board;
• Remand from City Council regarding 2003 Fall Land use Code changes
for adding Small Scale Reception Centers to the UE, Urban Estate Zoning
District;
• Proposed 2003 Stormwater Master Plan;
• Land Use Code Amendment for Carriage House Design Standards;
• Flood Plain Regulation Revisions;
• Land Conservation & Stewardship Master Plan;
• Wildflower and Fossil Creek CPA — GMA Amendment;
• Creation of a New Rual Lands District (RUL) and Amending the Land Use
Code to allow single family detached dwellings in the RUL Zone to be
developed within '/. mile of 1-25.;
• LaPorte Utility Service Policy Recommendation;
• North College urban Renewal Plan;
• Northside Neighborhood Plan;
• Homestead Annexation and Zoning;
• Trailhead Annexation and Zoning;
• Harmony Farm Annexation and Zoning;
• Adrian Annexation and Zoning;
• Mulberry East I" Annexation and Zoning;
• Feather Ridge Annexation and Zoning;
• College and Trilby Annexation and Zoning;
• Liebel Annexation and Zoning;
• Resource Recovery Farm Rezoning;
• 221 W. Prospect Annexation Rezoning; and
• Running Deer Natural Area Rezoning.
Two of the Board's 2004 decisions were appealed to City Council:
Adrian PDP and Feather Ridge PDP.
2004 also presented the board with a full agenda of special or long-range planning
projects, including participation in Downtown Strategic Plan, Transportation Master
Plan Update, City Plan Update, Text Amendment to the Land Use Code re: Grocery
Stores in C — Commercial District; and amendments to the Natural Areas Policy. In
some cases, individual Board members have participated as committee members
representing the Board.
