SUBJECT: 2004 Personnel Board Annual Report
Board Members
The Personnel Board consisted of the following members in 2004: James Alderden,
James Lyall, Valerie Remington, Sid Simonson, and Peter Shostak. Sid Simonson
joined the Board in January.
Valerie Remington was elected as Board Chair and Peter Shostak was elected as Vice
Chair.
After serving eight years on the Board, James Alderden was term limited and left the
Board. Peter Shostak also left the Board after serving four years.
Employee Anneal Hearings
In March, John Duval, City Attorney for the City of Loveland presented a training
session on Quasi -Judicial Proceedings to the Board and several employees from Poudre
Fire Authority and Latimer County also attended. Employee appeals heard before the
Personnel Board are considered to be a quasi-judicial process. Information presented at
the training included the role of the Board, strategies to ensure an unbiased and impartial
process and keep the proceedings moving along.
In December the Board heard an employee appeal regarding a termination and
implemented some changes in the hearing process as a result of the quasi-judicial
training. The Board has made its recommendation to the City Manager regarding this
termination. The final determination is with the City Manager and that decision is
pending.
Dialoa with the City Mana¢er
Darin Atteberry, City Manager requested and attended a special Board meeting in
August. The purpose of the meeting was to get the Board's comments on the Gallagher
Benefit Services' report. As the Personnel Board is the only board that advises the City
Manager rather than City Council, members provided feedback regarding the report and
expressed their support of the 70`s percentile and was concerned that a substantial
increase in employees' contribution in healthcare premiums combined with the salary
freeze could impact the hiring and retention of employees.

Darin Atteberry also explained the proposed H.R. Metric as a tool used to determine total
people cost as a percentage of the total operating budget.
Benefits and Compensation Proiect
In July, Amy Sharkey, Compensation Administrator presented information regarding
changes to the Fair Labor Standards Act that affects the tests to determine exempt and
non-exempt status.
The Board was provided periodic updates on the City's budget situation and the work of
the Ad Hoc Compensation and Benefits Committee.
Other
The Board continues to operate as an advisory resource. Members have expressed
interest in using their experience and insights to have more impact in guiding the
philosophy and practice of the City's human resource management efforts through the
Human Resources department.
