B. Designations: The LPC recommended seven (7) properties for Local Landmark
Designation:

C. Preservation Week, 2004: The LPC sponsored the following programs highlighting
"May as Colorado Preservation Month":
- Preservation Week Proclamation
- "Friend of Preservation Award" — Four recipients
- A Preservation Mixer Party at the Fort Collins Museum
D. Grants:
- Administered a $23,000 CLG Grant for a joint Poudre School District/City
Survey of district -owned historic properties, and the preparation of a district -
wide historical schools context. Project nearing completion.
- Administered a $28,500 State Historical Fund grant matched by $8,000 of
city funds for a survey of the Buckingham, Alta Vista, and Andersonville
neighborhoods including historic contexts on the Hispanics, the Germans from
Russia, and the Sugar Beet Industry in Fort Collins.
- Work was completed on a federal grant for the TEA-21 Transportation
Enhancement Fund in FY2002-03 in the amount of $90,400 with a city cash
match of $22,000 for interior rehabilitation of the Street Railway Car Barn at
330 N. Howes.
- Work is nearing completion on the SHF grant for $197,500 to rehabilitate
the Armstrong Hotel, 259 S. College Avenue.
- Received a Transportation Efficiency Act grant for $107,640 to restore the
historic brick trolley roadbed in East Mountain Avenue. Funds available in
2006-07.
- Wrote a successful State Historical Fund grant for $97,500 ($52,500 match
from the Natural Areas Program) to restore the exterior of the Nix Farm Barn.
E. Other Business: The LPC gave input on the historic preservation aspects regarding:
- 2005 Work Program
- Support Letter for SHF grant application for 612 S. College Avenue, Darrah
House
- Support Letter for SHF grant application for Nix Farm Bam
- Alley House Standards
- 4824 S. Lemay, the Rule Farm — Demolition/Alteration Review with appeal of
LPC decision to City Council
- Proposed changes to the historic preservation section of the Municipal -Land
Use Codes and Municipal Code
F. On¢oine Proerams: Ongoing programs in 2004 included:
Demolition/Alteration Review — Staff processed 287 demolition/alteration requests
from January 1, 2004 through December 31, 2004.
Landmark Rehabilitation Loan Program — It provided local preservation
assistance zero interest loans to 6 properties, totaling $20,000 in awarded funds.
Total matching funds is $41,000, and the ratio of private dollars to public dollars is
2:1. Three residential and three commercial properties were funded.
Colorado Historic Preservation Income Tax Credit — The LPC did not elect to
take on the design review responsibility for this program in 2004. Staff did edit and
review applications before they were sent to the Colorado Historical Society, to
ensure that the procedure would run more smoothly at the state level.
Design Assistance Program (DAP) — Provides city funding for design assistance for
changes to local landmarks.

Two new consultants were added to the DAP Pre -Qualified Consultant's List: Ray
Kramer of W/K/J Architecture in Boulder and Mikal Torgerson of M. Torgerson
Architects in Fort Collins.
LPC Training
- LPC member Ian Shuff, Advanced Planning Director Joe Frank, and staff
Carol Tunner and Karen McWilliams attended Colorado Preservation Inc.'s
"Saving Places 2004: The Business of Preservation" conference in Denver,
CO., February 5- 7, 2004. Staff brought back information for future LPC
training.
- "The `F.R.E.S.H.' Approach — How to Determine Compatibility for New
Structures in a Relatively (Visually) Consistent Historic District," written by
Pratt Cassity, Executive Advisor, NAPC, and presented by staff, October 13,
2004.
LPC member Agnes Dix and staff Carol Tunner attended the Fourth Annual
Northern Colorado Historic Preservation Commission Forum on October 30,
2004 in Berthoud.
Staff has initiated a process to have LPC members take turns recapping
important articles in current issues of Colorado Preservation Inc. and the
National Alliance of Preservation Commission newsletters.
Changes to Historic Preservation Ordinance and/or By -Laws
- None
