CULTURAL RESOURCES BOARD
ANNUAL REPORT - 2004
BACKGROUND
The Cultural Resources Board consists of seven members. Regular meetings were held on
the last Thursday of each month from 12:00 p.m. to 1:30 p.m. at the Lincoln Center.
The Board receives monthly staff reports and acts in an advisory capacity to City Council
for the Cultural Services and Facilities Department that includes Lincoln Center, the Fort
Collins Museum and other responsibilities as needed. The Board reviews and advises staff
on the following: annual budget, facilities improvement and programming (exhibits, shows,
outreach) and other issues as they arise. The Board continues to gather community input on
cultural issues and represent the ideas expressed.
Members who served in 2004 were Marilyn Barnes, Sue Beck-Ferkiss Ayleen Burns, Loren
Hooper, Jack Steele, Jon Wilkinson, and Ann Wilmsen. Ayleen Burns served as
Chairperson. Ann Wilmsen served as Vice -Chairperson.
Council liaison: Karen Weitkunat.
Staff Liaisons in 2004 were Marty Heffernan, Jill Stilwell, Cheryl Donaldson, Libby
Colbert, and Brent Carmack. Liaison from the Convention & Visitors Bureau was Rich
Harter.
YEARLY HIGHLIGHTS - 2004
ARTS & HUMANITIES MONTH:
The Board worked to promote October as Arts and Humanities month. They
collaborated with Arts Alive, the Downtown Business Association, and the City of Fort
Collins to produce posters and bookmarks to advertise the month. The posters and
bookmarks were distributed locally and listed arts and cultural organizations and activities
happening in Fort Collins throughout the month. The Board also assisted in having Mayor
Martinez proclaim October as Arts and Humanities Month at the October 5`s City Council
Meeting.

BUDGET PROCESS.•
The Board encouraged restoring the staffing and funding levels of the Fort Collins
Museum and the Lincoln Center prior to budget cuts and hiring freezes, specifically
reinstituting the Curator of Education position at the Fort Collins Museum.
BY-LAWS:
The Board revised and updated the Cultural Resources By-laws and filed them with
the City Clerk's office.
CAPITAL IMPROVEMENTS PROJECTS:
The Board continues to stay abreast of community efforts to construct a new
performing arts center. The Board also gave recommendations to council for capital
improvements to the Lincoln Center and Museum through the Capital Sales Tax Priorities
process.
COLORADO BUSINESS COMMITTEE FOR THE ARTS AWARD:
Gary and Carol Ann Hixon were awarded the Individual Leadership Award of the
Colorado Business Committee for the Arts. Ann Wilmsen and Jennifer Beccard
spearheaded the effort to nominate Gary and Carol Ann Hixon for this prestigious state-
wide award given to businesses and community members that provide outstanding
support to the arts. They were presented the award at the Mayor's luncheon in Denver on
March 11, 2004. The Cultural Resources Board and Lincoln Center hosted a local
reception in April to honor the Hixons and their contributions to the arts in Fort Collins.
FORTFUND:
The Board monitored the impact of the three -tiered funding system that was
instituted in 1998 and made changes as needed. The Board recommended funding in the
amount of $37,150 to 28 organizations in January; $104,000 to 15 organizations in April;
and $30,500 to 28 organizations in June. City Council approved all funding
recommendations. These grants resulted in support for over a hundred community cultural
and recreational events. The Board also continued to evaluate the Fort Fund process and
guidelines.

LIAISONS. -
The Board maintained liaisons to the following cultural entities throughout the year:
ConventionNisitors Bureau — Ayleen Burns
Fort Collins Museum — Jack Steele
Art -In -Public -Places Board — Sue Beck Ferkiss/Ann Wilmsen
MUSEUM:
The Board responded to City Council's questions and requests during the Period
Process Review. With Museum staff, the Board created a document describing the role of
the Museum in the community and submitted the report to City Council.
