HomeMy WebLinkAbout2004 - Air Quality Advisory Board - Annual ReportCITY OF FORT COLLINS AIR QUALITY ADVISORY BOARD Memorandum to City Council DATE: January 18, 2005 TO: Mayor Martinez and City Council Members FROM: Linda Stanley, Air Quality Advisory Board Chair, and the Air Quality Advisory Board SUBJECT: Annual Report for 2004 The following represents a summary of board actions and discussions for the year 2004. The Board sent the following recommendations to Council. • Include in the Building on Basics tax extension package: enhancing the multi - modal transportation choices of the community, improving downtown vitality through better transportation choices, and emissions reduction programs for cleaner air. This recommendation was first sent in February; support for these items was reiterated in a memo in November. • Adopt recommendation of the West Nile Virus Task Force, develop a contingency plan in the event of an actual public health emergency, and consult with stakeholders and the Air Quality Advisory Board on future plans. • Approve Chapter 3 of the Air Quality Plan. In addition, board members recommended using both the comparison of VMT (vehicle miles traveled) growth to the rate of population growth and a policy of working to reduce the growth in VMT to the population growth rate. The board also recommended specifically addressing diesel emissions in the next few years. • Include a principle in City Plan and the Air Quality Plan to bring VMT growth rate down to the population growth rate. • Require active radon mitigation in new residential construction. • Establish a Fort Collins Public Health Advisory Board to advise City Council, in conjunction with existing boards, on human health issues. The board spent significant time throughout the year discussing and giving input on the following items: • Development of the Air Quality Plan • Status of the current Inspection and Maintenance program and possible alternatives to this program. • Ozone levels, the State Action Plan and programs to reduce ozone levels The Board also received information/updates and discussed the following programs and issues: • Climate wise program • New home stakeholder group recommendations • Municipal government fleet • IRC energy savings • Air quality public outreach • City action plan for sustainability • Enforcement of city air pollution -related ordinances • Expanded board function in development review • City process for gaining input into health -related issues Members in 2004 Linda Stanley, Chair Katie Walters, Vice Chair Everett Bacon Jim Dennison John Long Ken Moore Mandar Sunthankar Cherie Trine Nancy York
