Lego Challenge
Team studied audible passing on the Spring Creek trail.
The study consisted of using the Spring Creek trail on consecutive Sunday evenings in the fall of
2004. There was one person in a wheelchair, and one person pushing the wheel chair each time.
The first attempt was to simply use the trail with no extra safety markings.
The second attempt was to wear a helmet that had a red blinking light.
The third and fourth attempts were made while wearing an orange safety vest.
The typical amount of audible passes were around 30% of all total passes from behind while on the
trail.
Also, during their second attempt they were run off the trail by a bicyclist.
They concluded that the frequency of audible passes is too low and hinders trail use for pedestrians,
especially handicapped pedestrians.
Recommendations:
Addition of clear signage along the trail in prominent locations to encourage use of audible passes and
public awareness programs.
Motion: to write a letter to Parks/Rec and/or Transportation requesting additional signage
encouraging audible signals, including copy of report from the Lego Team

Laura wants to ask Scott to send someone to check out each site before using it.
Susan - we'll leave it up to the County to decide how to implement.
New Business
Wheelchair access at Lincoln Center
The Lincoln Center always charges the higher price for tickets for people in wheelchairs.
Motion: to write a letter to the Lincoln Center asking them to consider changing their policy to
charge the lowest price for handicapped seating since they are not given a choice.

Snow blocking sidewalk curb cuts
Steve W. - the City doesn't have crew to do what is necessary to keep them all clear.
Who's responsibility is it? Can we call someone if need a curb cut needs cleared?
Motion: to write a letter to the Transportation Department to identify high priority crosswalks
and curb cuts for clearing snow.

What are we going to do about the recognition lunch'?
Should we join it with next year's recognition?
Subcommittees need more time during the meetings.
Mark wanted the Commission to know that he enjoyed serving as chairperson.
Steve R. - One parking citation per day may be issued for vehicles that remain in violation of the
ordinances. That is, if a car is left in a handicapped spot illegally for three days, three citations may be
issued.

Section 4: 2005 Subcommittees
1. Purpose
A. This section defines subcommittees that will expire at the first regular meeting in January 2006,
in accordance with Section K.7 of the by-laws.
2. COD Standard (Section 2) Subcommittee Charters
A. The COD Web Site Subcommittee is a COD Standard Subcommittee that will request changes
and additions to the city's COD web page.
B. The Heavy Doors Subcommittee is a COD Standard Subcommittee that seeks to promote
awareness in the community of doors as an accessibility barrier.
C. The NOD Award Subcommittee is a COD Standard Subcommittee that will put together an
application for the National Organization for the Disabled's 2005 award.
