I. CALL TO ORDER
Chairperson Chip Steiner called the regular meeting of the Fort Collins Housing Authority to order at
7:38 a.m.
II. CITIZEN INPUT
There was no citizen input.
III. APPROVAL OF MINUTES
The Board reviewed the minutes from the July 22, 2004 regular meeting of the Fort Collins Housing
Authority. Commissioner Tharp made a motion, seconded by Commissioner Daily to approve the minutes
of the July 26, 2004 meeting with changes to correct "Commissioners Present". This motion was passed
unanimously.
IV. OLD BUSINESS
Northern Hotel Billing: Ms. Brewen gave an update on Northern Hotel billing, stating that we are current
as of June and are waiting for July payment.
FCHC — IRS 8038G Submittals: Ms. Brewen reported that the IRS has not contacted FCHA bond counsel
on this issue to date. It is Staff recommendation to send a second notice. The Board agrees to be pro
active.
Procurement of Banking: Ms. Brewen presented the Board with a request for Board action where Staff
recommends rather than a formal Request for Proposals process that we utilize the "minor purchases"
process in the FCHA Procurement Policy and compare fees/interest and other services from at least three
lenders who have expressed interest in our accounts. Commissioner Tharp made a motion, seconded my
Commissioner Sollenberger to approve this recommendation.
V. NEW BUSINESS
Review of Grievance Procedures: Ms. Brewen informed the Board that she is working with Mr. Martell to
revise the current grievance procedures due to challenges brought by Colorado Legal Aid. Mr. Martell
stated that the current procedures are different between Section 8 and Public Housing and although they
both follow HUD regulations, Section 8 procedures could be challenged in court. Staff recommendation
would be to formalize the process by training someone to be a hearing officer. Also it might be better to

get an outside person for the hearing process for impartiality in the cases. After some discussion the Board
would like Staff to proceed with reviewing and possible revision of the grievance procedure.
VI. LEGISLATIVE ISSUES
City Staff gave a presentation on the City of Fort Collins Rental Licensing.
VII. MONTHLY ACTIVITY REPORT
The Board reviewed the Monthly Activity Report.
Mr. Martell excused himself from the meeting and the Board then discussed procurement of general legal
counsel. Ms. Brewen and Commissioner Davis presented a Request for Proposals (RFP) and highlighted
several key points which give the Board discretion in selection. The board agreed to proceed with
advertising this RFP.
VIII. ADJOURNMENT
Chairperson Steiner adjourned the regular meeting of the Fort Collins Housing Authority Board at 9:00
