Board member John Morris made a motion, seconded by Board member Tracy Babst-Wiedenbrug to approve the minutes. The motion passed unanimously. 2005 Work Plan The board reviewed the 2005 Work Plan and proposed a schedule of when events should be discussed in the coming year. Board member Tracy Babst-Wiedenbrug made a motion, seconded by Board member Dan Bihn to approve the work plan schedule and minor amendments as discussed. The motion passed unanimously. Electric Board Meeting Minutes November 17, 2004 Page 2 Update on Public Outreach — Patty Bigner Acting Customer & Administrative Services Department Manager, Patty Bigner, reported that she had attended the American Public Power Association meeting in Scottsdale, Arizona, to accept a national award from the Department of Energy's Wind Powering America Program for Fort Collins Utilities leadership and outstanding community support for renewable energy. The Department of Energy selected Fort Collins Utilities for its Wind Power Pioneer Award over seven other public power utilities from across the United States. Patty summarized some of the marketing techniques that will be used to get the public interested in energy conservation, education and renewable energy. Since marketing and recognition for the wind power program's voluntary participants has been scaled back, Utilities will host discussion groups with the program's commercial customer to determine their communication and recognition preferences. Update on Wind Program — John Phelan Energy Services Engineer, John Phelan, reviewed the history of the wind power program. He stated the Medicine Bow Wind facility has a capacity of 6.5 mega watts and the Pleasant Valley Wind Energy Facility has 144 mega watt capacity. The average contract output from Medicine Bow and Pleasant Valley Wind Energy is 31,602 MWh or approximately 2.5% of the projected 2004 purchased power as opposed to 1% in 2003. With the mixture of all of the wind power resources, the cost comes out to be about a 1 cent premium. The current enrollment is around 1100 residential and 70 commercial subscribers who are charged one cent premium for wind energy. Currently, the projected cost for 2005 will remain the same. Other Business/Future Items • Board member Tracy Babst-Wiedenbrug asked when the vacancy created by Lisa Skold will be filled. DeEtta Carr replied that the City Clerk's office will be advertising for applicants in December and that City Council will make appointments for board vacancies in January. • Chairperson Alison Mason reminded the Board that there will not be a December meeting. The Climate Protection Program, Solar Strategy, and Amendment 37 items noted on the agenda will be discussed at future dates. Lucinda Smith will be at the January meeting to talk about the Climate Protection Program.
