III. Approval of minutes from the meeting of February 18, 2004.
Mr. Tollison moved to approve the minutes.
Ms. Hixon-Cunningham seconded.
Approved unanimously.
IV. Citizen Participation
V. Drake Water Reclamation Facility Presentation
Hoelscher with the Utility Department presented this new project to the board. Due to the new facility at
Drake and Ziegler, the department is required to construct wetlands at the site. The bike trail that goes to the
CSU nature facility will pass this area. Ms. Martin suggested going out for an open call and adding an artist to
the design team.
Ms. Hixon-Cunningham motioned to create an RFP to select an artist to be added to the design team with a
budget up to a maximum of $70,000.
Mr. Sherman seconded.
Approved unanimously.
VI. Southwest Pump Station Presentation
Link Mueller is the project manager on this Water Utility project. A master plan, which was completed in
2002, showed the potential for water pressure problems in the SW part of the city. At new pump station is
needed in order to avoid low water pressure in that area. The architecture of the new pump station will
match the existing buildings at the site. The department will begin construction this July or early August will
the first testing the system in December. Mr. Sherman asked about the possibility of joining this budget and
the upcoming Spring Canyon Park, which will encompass the park site.

Mr. Sherman motioned to work with one or two artists and the design team on both the pump station and
upcoming Spring Canyon Park. The process could be using the Design Consultant Resource List or Request
for Proposal.
Ms. Hixon-Cunningham seconded.

VII. West Elizabeth Street Project
Tom Reiff of the city's engineering department and the selected art team presented concepts for the West
Elizabeth Street Project. This area is a high accident area and improvements planned will include bike paths,
driveway alignment and new sidewalks. The artist team, Design Tria, was selected by the team using the
Design Consultant Resource List. Mario Miguel Echevarria presented the goals of the project and how the
artwork can achieve them. The concept for the art takes the icon from the traditional pedestrian sign and
makes it an active design element. These elements will be portrayed on four light pole banners, eight bollards
and 21 light post skirts. The team has been able to leverage construction money allocated for plastic light
pole skirts and use it for the artist -designed pole skirts. Mr. Shuman asked about the height of the banners
and the potential for vandalism. The team will address that concern. Mr. Needham said that the concept
really fit the area.
Mr. Needham motioned to accept the proposed art vision and recommend to city council for approval.
