REGULAR MEETING MINUTES
April 12, 2001
Council Information Center, City Hall West
Members present: Alan Apt, Kathryn Johnson, Susan Williams, Mark Beck, Laura Burnett, Diane Dittus,
Jill Lancaster, Paul Ostrof, Ruth Skogerboe, Rob and Romola Fritz, Steve Seefeld.

The meeting was called to order by Laura Burnett, Vice-chairman, at 12:15 p.m. Mark requested these
changes in the last meeting's minutes, in the section on the report on the Visitability Committee meeting: The
state of Georgia uses 5 criteria, not 15, to define visitability. Only Georgia and Texas have laws concerning
the use of visitability in residential construction. Fort Collins and Fresno, California are the only cities
working towards voluntary compliance. Rob moved and Alan seconded the motion that the minutes of the last
meeting be approved as amended.
John Daggett, Senior Transportation Planner, gave a presentation on the department's Strategic Operating
Plan. He started by explaining that this report concerned only the fixed Transfort routes, not Dial -A -Ride.
The report explained the changes in Transfort routes that are proposed to take place between the years 2002
and 2010, in four stages, based on the city council's directive to place more emphasis on productivity versus
coverage. John has presented the plan to all the city commissions and to open houses around the city. It will
be presented to the City Council for adoption at the May 15 meeting.
Mark reported that the Visitability Subcommittee met on Monday, April 2. The members discussed who to
involve in theproject and how to reach out to them. The question of funding for subcommitteeprojects was
raised. The members saw the video, "Concrete Change: Building Better Neighborhoods," and will be
incorporating it into a Power Point presentation to use in outreach activities. The next subcommittee meeting
will be held in the Council Information Center of City Hall West on Monday, May 7, from 2 to 3:30 p.m.
After Mark's report Steve indicated that the COD has funds that could be used for subcommitteeprojects
and suggested that Mark make a request for what his committee needs.
Our next meeting will focus on the topic of transportation. We will be joined by John Fischbach, City
Manager; and Marlys Sitmer, Transfort/Dial-A-Ride Operations Manager, for a presentation on Dial -A -
Ride. Donna Shuhe from Easter Seals will also be with us to discuss qualifications for paratransit. We will
also continue this meeting's topic of Transfort, discussing members' concerns about the number of people
who will be losing access to bus service as well as the absence of evening and Sunday service in the
Transportation Strategic Plan. Susan asked that a number be given to us at this meeting, showing how many
people would be negatively affected by the fixed route cutbacks.
The meeting adjourned at 1:35 p.m.
