REGULAR MEETING MINUTES
June 14, 2001
Council Information Center, City Hall West
Members present: Alan Apt, Nancy Baker, Jill Lancaster, Diane Dittus, Laura Burnett, Susan Williams,
Paul Ostrof, Mark Beck, Kathryn Johnson, Rob and Romola Fritz, Steve Seefeld.
Guests: Steve Sutter, Cathy Schelly, Mark Kramer, Don Fish, Bob Palmer.
The meeting was called to order by Nancy Baker, Chairman, at 12:27 p.m. Nancy welcomed all the former
members who had been invited as special guests and thanked them for their service on the COD.
Laura moved that the minutes be approved as distributed. Diane seconded the motion.
Alan introduced Cathy Schelly, from the Center for Community Participation. She has met with the
employment subcommittee concerning a training session which that group wishes to sponsor for city
managers to help them learn how to hire disabled employees. The CCP, which has one of the best records
in the state and in the nation for helping disabled workers find and keep employment, conducts such
training sessions. The subcommittee wishes to hire that agency to conduct our training session. It would
be an interactive program focused on helping city managers learn how to include disabled workers in their
pool of candidates when they are hiring. The program will look at actual current job openings and may
include a mock interview of a disabled applicant. After a discussion, Alan moved that the CCP be hired to
coordinate and execute the training for city managers on hiring people with disabilities. This would be a
two-hour lunch workshop to be held sometime in September. Rob seconded the motion. It passed. At
Nancy's request, Cathy estimated that the cost of the program would be about $500 - $600,plus materials.
Since a similar program, presented over two days by two CCP members out-of-state recently, cost several
thousand dollars, a COD member commented that the price for ours was "a heck of a deal!"
As a follow-up to Rob's presentations to the COD and Randy Hensley concerning disabled parking spaces
on city property, Steve Seefeld passed out a drawing of the disabled parking spaces in the parking lot of the
city's new office building. Since members had concerns about the configuration of these, Susan moved
that Rob get more information and develop suggestions for reworking these spaces. These suggestions will
be included in the minutes of the next meeting, which will be distributed to the mayor, the city manager,
and our city council liaison. Rob seconded the motion, which passed.
Steve then presented a handout of a proposal for the reworking of the disabled parking spaces in the lot here
at City Hall. Two options were given, one to trade the two current disabled spaces at the west end of the
lot for the three regular spaces adjacent to the ramp up to the doors, and the other to keep the current two
spaces and add one disabled space next to the ramp. Rob moved that Steve report that the COD prefers to
keep the three parking places closest to the ramp, with the spaces striped as done in the diagram. We will
trade these for the two spaces currently designated as disabled. Jill seconded the motion, and it passed.
Kathryn requested information from the Operational Services Department concerning Dial -A -Ride and
Transfort service to the new city office building.
The meeting adjourned at 1:50 p.m.
