REGULAR MEETING MINUTES
July 12, 2001
Council Information Center, City Hall West
Members present: Paul Ostrof Jill Lancaster, Diane Dittus, Nancy Baker, Susan Williams, Mark Beck;
Ruth Bell Skogerboe, Steve Seefeld, Rob and Romola Fritz.
Cam: Randy Hensley, Eric Bracke, Tim and Helen Oxley.
The meeting was called to order by Nancy Baker, Chairman, at 12:15 p.m., who then invited all present to
introduce themselves
Rob gave his presentation on Phase II of his disabled parking project, covering the street parking in the
downtown/Old Town area. He gave statistics showing that 17% of Fort Collins households have disabled
parking plates/placards but only 2.8% of the downtown/Old Town parking places are designated disabled.
He requested a small increase of such spaces, up to 3.8%. Randy Hensley, Fort Collins' Transportation
Planning and Parking Manager, was very receptive to the information in the presentation and to the
additional concerns expressed in the discussion that followed. He indicated that he would do what he could
to increase the numbers of disabled spaces in that area of town.
Eric Bracke, the Fort Collins' Traffic Engineer, responded to concerns about the shortness of the green
lights at many intersections for people who are in wheelchairs or are otherwise mobility -impaired. He
requested a list of problem lights and indicated he would adjust the timing for these lights.
Rob made a motion to include in the minutes the following formal resolution; it was seconded by Diane:
The Commission on Disability would like to take this opportunity to express its disappointment in the
decision to cut Transfort's Routes #9 and #10. We understand that the Council voted this way
because of a mandate from the voters to focus on efficiency rather than coverage. However, this
decision leaves the southeast part of the city without any public transportation services at a time
when this area of town is growing rapidly.
We respectfully suggest that the Council plan to revisit this decision in two years, in order to take
into consideration new population figures and projected transportation needs of this area of town.
We also strongly encourage the Council to approve the resolution that would move Transfort and
Dial -A -Ride from a secondary to a primary service.
Mark reported that Visitability is now called Practical Housing for All. A press release to this effect is
coming. His subcommittee is planning a meeting on September 10 for people/organizations who support
PHFA, and for those are in the position to implement it (builders, realtors, etc.1 He is looking for names
and addresses of people to invite.
The meeting adjourned at 1:30 p.m. after a motion by Mark.
Respectfirlly submitted,
Romola Fritz,
Secretary
