REGULAR MEETING MINUTES
November 8, 2001
Council Information Center, City Hall West
Members present: Nancy Baker, Laura Burnett, Paul Ostrof, Susan Williams, Jill Lancaster, Mark Beck,
Rob and Romola Fritz, Steve Seefeld. Special guests: Rachael Palmer and Tracy Ochsner, both from the
Operational Services Department.
The meeting was called to order by Nancy Baker, Chairman, at 12:25 p.m. The minutes of the last meeting
were approved as presented, on a motion by Paul and a second by Rob.
Nancy opened the meeting by expressing thanks to Laura, Susan, and everyone who worked so hard on the
Mayor's Awards event, and to Diane for the great table decorations. Susan announced that she has
submitted a picture of the event to the Coloradoan for consideration for its 2002 calendar.
Romola explained Steve Sutter's generous invitation to host a celebration pizza party for the hard work on
the Mayor's event and to provide the opportunity to debrief the event. The group gladly accepted the offer
and chose Thursday, November 15, as an available date.
Steve introduced Rachael Palmer and Tracy Ochsner, who will be our new staff liaisons after January 1.
At the request of the city attorney, Steve presented a proposed ordinance designed clarify the existing
ordinance prohibiting motorized vehicles on city paths. Rob made a motion, and Paul seconded it, that the
COD endorse an ordinance which will permit the use on city paths and sidewalks of motorized assistive
devices used by the disabled who have temporary or permanent mobility impairments. The motion passed.
It was suggested that the COD should send thank you's to both Laura's father and to the mayor for their
talks at the Mayor's Awards event. Steve will take care of this.
Mark announced that Kimberly made a presentation on PHA at an Affordable and Accessible Housing
conference in Boulder. The PHA subcommittee's next action will be to seek an endorsement from the City
Council in support of the concept, with a request to create incentives to builders to use it, through the
permit process (possibly by fast -tracking permits). The subcommittee also is planning to take the PHA
presentation to building groups and to other communities in Northern Colorado.
The members spent a length of time developing the work plan for 2002.
The members then discussed what needed to be done to submit the Accessible America 2001 award
application. Several members have written or will write up information about specific areas where efforts
have been made to make Fort Collins accessible to the disabled and will get that information to Romola by
next Thursday (November 15). She and Jill will write the final report and will have it ready to submit to
the mayor by our next meeting, on December 13. Mark will make contact with the mayor to make him
aware that the application will be coming and to verify that that time line will work with his schedule.
The meeting adjourned at 3:35 p.m
