Regular Meeting Minutes
June 13,2002
Council Information Center, City Hall West
Members present Mark Beck, Jerry Patterson, Laura Burnett, Jill Lancaster, Diane Dittos, Susan Williams,
Rob and Romola Fritz, Alan Apt, Paul Ostrof, Joan Cook
City staff. Tracy Ochsner, Rachel Palmer
Guests Marty Tharp, Council Representative, Mark Young and Steve Horak, NCCDC
Mark called the meeting to order at 12:20 pm.
Minutes approved unanimously Motion made by Joan and seconded by Laura.
New Business
COD Video — A video, which was developed in 1999 about the activities of the commission, was shown to
current members.
ACTION — Tracy will check and see if we can get the video run periodically on channel 27.
Old Business
Loveland/Fort Collins Paratransit — Mark Young and Steve Floras from NCCDC thanked the COD for
pushing for better transportation between the two cities. According to Dick Lefler of the city of Loveland,
in about 6 months the Ft. Collins/Loveland connection will be improved and combined The area will
become one transit zone.
Sub Committee/Program Reports
Heavy Doors — The city public information officer is reviewing the brochure. The next step is for Rob to
talk with Ruth about getting volunteers and developing the training for the volunteers. Susan suggested
video training might as a possibility.
Practical Housing for All — The committee gave a presentation to the Affordable Housing Board. Several
pertinent questions came up such as "how much will it cost?" The committee has a designer and an
architect who will come up with options. Meetings are set up in the next month with planning and zoning,
the planning review board, the health and safety commission and a city council work session in August.
Overall the project is rolling along and gaining momentum
Employment — Training for city staff — Cathy Schellev is confirmed for a fee of $650 Money is available
from the city. About 200 city department heads and managers will be invited. The subcommittee is hoping
for a turnout of about 25 percent. The commission talked about the idea of having the training taped.
ACTION: Tracy will work to find a venue for the training — 2 hours over lunch in October.
ACTION: Alan and Steve will work with Cathy Schelley and fine-tune the agenda.
Mayor's Awards— The Mayors Awards will take place Friday, October 25. Contracts with Holiday Inn are
signed. Roger gave Mark additional information about keynoter Meg O'Connell. The BLN will pay
O'Connell's expenses. There will be a Mayor's Awards subcommittee meeting after the next COD
meeting.
Motion: To accept Meg O'Connell as the keynote speaker for the Mayor's Awards. Motion made by
Alan and seconded by Romola. Motion passes unanimously.
ACTION: Mark will confirm Mayor's Awards date and time with Mayor Martinez.
An Show: Susan has a call in to the Foothills Mall to see if it could be used for an art show.
Other Business
City ADA Compliance- The COD should provide Frank Bruno, assistant city manager and ADA
compliance coordinator with a list of ideas regarding providing information on ADA compliance. Several
years ago, the city had a two-day training on ADA with Cathy Schelley. This training was taped by the city
and so far, the tape has never been used (to the COD's knowledge.) The COD would like to see if the tape
could be used. Maybe channel 27 could run the tapes as a series.
ACTION: Tracy will see if he can dig up these tapes.
