Minutes of the Regular Meeting of the Fort Collins Housing Authority
February 22, 2001

I. CALL TO ORDER
Chairperson Kimberly Stenberg called the regular meeting of the Fort Collins Housing
Authority to order at 7:37 a.m.
II. CITIZEN IMPUT
There was no citizen input.
III. APPROVAL OF MINUTES
Ms. Love presented the minutes from the January 25, 2001 regular meeting of the Fort
Collins Housing Authority. Commissioner Steiner made a motion to approve these
minutes. The motion was seconded by Commissioner Wanner and passed unanimously.
IV. OLD BUSINESS
Ms. Love and Mr. Valloric presented information in regard to due diligence on the King
property. City staff had prepared a second opinion supporting the research done by
Housing Authority staff on the property. The staff believes that purchase of this property
would not be the best use of City and Housing Authority resources at this time, and that
other project possibilities could better utilize these limited funds.
There are many questions that cannot be immediately answered, as well as many obvious
barriers to affordable housing development on this site. Purchase of the property had
been delayed until the impact of West Vine Storm Drainage plans could be finalized and
researched. Further study of the property has revealed more questions and concerns.
The Housing Authority Board suggested that staff continue to pursue the possibility of
affordable development of this property, including the possibility of a substantially
decreased price or donation from the current owners. Time alone may be a substantial
factor, as the development or acquisition of a neighboring piece of land could change the
layout, access, and drainage issues.
A motion was made by Commissioner Liley to return the King CDBG loan to the City for
reprogramming; request that the City of Fort Collins consider this property for their land
banking program; and continue to pursue the viability of acquisition and development of
the King property. This motion was seconded by Commissioner Steiner, and passed
unanimously.
Ms. Love presented a proposal from the Siena Land Corporation for the Housing
Authority to become a partner in the development of 165 units of housing at Rigden
Farm. In light of several issues, including the return of the loan money for the King
property, the Board determined that the project might be feasible at this time. Ms. Love
stated that a CDBG application had been prepared, if the Board wished to submit an
application for this project. A motion was made by Commissioner Liley, seconded by
Commissioner Steiner, to pursue a possible partnership with the Sierra Land Corporation,
and to submit the CDBG application for the project. The motion was unanimously
passed.
V. NEW BUSINESS
Ms. Love explained HUD's Public Housing Assessment System (PHAS) Management
Operations Certification and the Section 8 Management Assessment Program
Certification (SEMAP), noting the anticipated scores for each.
Commissioner Steiner, seconded by Commissioner Wanner made a motion, to approve
Resolution No. 01-02, Fiscal Year 2000 Public Housing Assessment System
Management Operations Certification. Motion was passed unanimously.
A motion was made by Commissioner Liley, seconded by Commissioner Wanner to
approve Resolution No. 01-03, Fiscal Year 2000 Section 8 Management Assessment
Program Certification. Motion was passed unanimously
VI. REVIEW OF MONTHLY ACTIVITY REPORT
The Board had no questions on the January monthly activity report.
VIII. ADJOURNMENT
Commissioner Kimberly Stenberg adjourned the meeting at 8:59 a.m.
