Call to Order 12:15 by Mark Beck, Chairperson
The Commission welcomes Rose Russell as our newest member.

Motion: Approve the minutes of the December 2003 Regular Meeting.

Friendly Amendments:
Add the Location of the Fort Collins Youth Clinic building in question to the minutes.
Passed unanimously as amended.
Work Plan review back from City Council:

How can the COD communicate to the community that we can help with ADA compliance issues?
Ideas:
Put information on Website - mention that meetings are open for public comment.
Use Public Access Channel 27
Use City Notes (in Utility Bills)
Mention various good buildings in a "thumbs -up" column in local papers.
Was the budget in the work plan approved by city manager?
No, City operations budget is taking over management of COD budget.
Where will funding come from?
Action: Steve White: Gather firm information on funding for February Regular Meeting.
October 2003 By-laws report:
Motions: By-laws Amendments 8-10
Tabled to next regular meeting.
By-laws amendment notification requirements were not met: a new member was added.
January 2004 By-laws report:

Letter to the Fort Collins Youth Clinic:

Fort Collins Youth Clinic facility to Fort Collins New Fort Collins Youth Clinic Facility.
Rose suggested letters to local medical providers or local medical societies concerning the fact that
most of their scales are not practical for people that cannot bear their own weight on thew legs. This
should be provided so that everyone can have their weight taken as part of regular examination
procedures.
Wheelchairs in bike lanes:
In debate, safety concerns were raised respecting visibility to vehicles. However, this will be dealt with
by city staff.
Motion: The Commission On Disability recommends to council that all wheelchairs including an
attendant be permitted on bike lanes. The Commission On Disability requests that the city staff
confer with the Commission in creating such an ordinance.

Action: Jerry: Notify council members of this motion.
2003 Annual Report:
Due by January 31, 2004.
Friendly Amendments:
Include heavy doors project activities.
Include inspirational park motion.
Include resource book activities.
Budget Subcommittee Report:
The proposed 2004 budget framework was reported for review by the commission (See Attached).
Art Show Subcommittee Report:
A subcommittee meeting will take place on the fourth Thursday, January 22, 2004.
