AFFORDABLE HOUSING BOARD
SPECIAL MEETING MINUTES

Board Members Present: Kay Rios, Jon Fairchild, Isabel Garity, Jeff Taylor
and Peter Tippett. Jane Phelan and Denise Rogers were excused.
Advance Planning Staff Present: Ken Waido, Maurice Head
Council Members Present: none
Kay Rios called the meeting to order with a quorum present at 5 p.m. No
members of the public were present and there was no open public discussion.
New Business
2004 Work Plan
The Work Plan for the coming year was discussed. Chairs and members of
the various subcommittees as well as liaisons with other Boards,
Commissions and community organizations will be finalized at the next
regular meeting.
The amended 2004 Work Plan for the Affordable Housing Board reads:
I. Education and Outreach
1. Create liaison positions to other groups.
2. Continue to keep the public advised on affordable housing
issues and assist staff with public presentations.
3. Invite speakers to attend and provide presentations on current
projects, programs or issues.
4. Encourage developers to attend and, during citizen participation,
provide information on issues, obstacles, suggestions.
5. Assign topics to be researched by board members.
6. Actively encourage dialogue between board members and not -
for -profit housing developers by hosting roundtable discussions.
7. Provide a list of issues/suggestions to Council before its yearly
retreat.
8. Formulate opinions on topics (i.e., land banking, sales tax
rebates) and forward assessment to Council.
9. Ensure that board members are present at Council meetings
when affordable housing issues are discussed.

10. Where appropriate, provide information and comments to
Larimer County Commissioners.
II. Advocacy
1. Revisit the Impact Fee Rebate Program.
2. Explore establishing a fund from Affordable Housing or General
Fund monies for repair and maintenance of subsidized housing.
3. Explore establishing a fund from Affordable Housing or General
Fund monies for repair and maintenance or upgrade of
manufacture housing.
4. Investigate feasibility of extending down payment assistance
programs to manufactured home parks.
III. Policy Development and Review
1. Review City Plan and, via Board vote, make recommendations
to City Council.
2. Revisit Nexus Study report and, via Board vote, provide
recommendations to City Council.
3. Monitor Quality Improvement Plans for the Development Review
Process and provide comment to staff and City Council via the
entire Board.
4. Advocate for policies that support affordable housing.
Isabel Garity moved that the Affordable Housing Board accept the
Work Plan for 2004 as amended. Peter Tippett seconded and the
motion passed unanimously, 5-0.
Ken Waido will transmit the revised Work Plan to the City Clerk's office for
forwarding to City Council.
Priority Affordable Housing Needs and Strategies
Th Board discussed the second half of Part I -- The Need for High Quality
Affordable Housing, pages 26-55 of this report, which updates 1999 data.
Maurice Head distributed updated tables for Tables 20 and 21, and new
language for the conclusion of Part I. Most members had previously e-mailed
comments to Maurice; Jeff Taylor will also forward his, and other Board
members are encouraged to do so as well. In general, Board members were
concerned that statistics used fairly support the conclusions, specifically
correlating the number of workers at lower percentages of AMI to housing
demand, and ways to encourage single-family homeownership outside the
Competitive Process are addressed.
The Board will continue reviewing the document -- Part II - The Provision of
Affordable Housing, will be discussed at the December regular meeting -- and
provide final recommendations to City Council in time for its study session on
March 9, 2004.

Other Business
In response to a query by Isabel Garity, Maurice Head will research
the percentage of residents of the Northern Hotel receiving Section 8
vouchers.
