Re: 2003 Current Planning & Zoning Board Annual Report
The Planning and Zoning Board saw two membership changes during 2003. Dan
Bernth resigned effective March 31, 2003 and was replaced by Brigette Schmidt,
who was appointed effective June 3, 2003. Glen Colton's term expired in December.
Glen was replaced by David Lingle in January 2004. Other members at the end of
2003 included, Mikal Torgerson as Chairperson, Jerry Gavaldon as Vice
Chairperson, and members Jennifer Carpenter, Sally Craig, and Judy Meyer.
In 2003, the Planning and Zoning Board held 17 regular public hearings, taking
action on an average of six items per meeting. The agenda ranged from three items
to as many as 11 items. The Board held 20 work sessions prior to the regular
meetings. In addition, there was also one Board/staff retreat.
The Development Review agenda items for the year totaled:
4 Overall Development Plans (including amended plans);
1 Final P.U.D.;
20 Project Development Plans;
6 Vacations;
6 Easement Dedications;
8 Modifications of Standards;
7 Rezonings;
2 Modifications of Final Approval;
1 Non -conforming Use
7 Annexation totaling approximately 319.96 acres;
1 Major Amendment; and
2 Site Plan Advisory Reviews.
The Board provided recommendations to the City Council on the following items:
• Biannual Revisions, Clarifications and Additions to Land Use Code;
• NRAB and AQAB recommendations to the Planning and Zoning Board;
• 1-25 Subarea Plan;
• Amendment to the Harmony Corridor Plan Standards and Guidelines;
• Revisions to City Plan;
• First Free Will Baptist Church Annexation & Zoning;
• CSU South Dormitory Rezoning;
• Strauss Lakes Development Annexation & Zoning;
• South Taft Hill, 7t" Annexation & Zoning;
• Willow Brook Annexation & Zoning No. 3;
• Halcyon 2nd Annexation & Zoning;
• Huber Zoning;
• Fossil Lake P.U.D. Swift Addition Annexation & Zoning;
• Whitham Property Rezone;
• City of Ft. Collins Vehicle Storage & Operation Service maintenance
Facility Rezone; and
• The Vineyard Rezone.
Two of the Board's 2003 decisions were appealed to City Council:
Caribou Apartments PDP and In -Situ Modification of Standards.
2003 also presented the board with a full agenda of special or long-range planning
projects, including participation in Downtown Strategic Plan, Transportation Master
Plan Update, City Plan Update, Text Amendment to the Land Use Code re: Grocery
Stores in C — Commercial District; and amendments to the Natural Areas Policy. In
some cases, individual Board members have participated as committee members
representing the Board.
