HomeMy WebLinkAbout2003 - Personnel Board - Annual ReportMEMORANDUM DATE: January 31, 2004 TO: Mayor and City Council Members FROM: Peter Shostak, Personnel Board Chair Members of the Personnel Board SUBJECT: 2003 Personnel Board Annual Report Board Members The Personnel Board consisted of the following members in 2003: Jim Alderden, James Lyall, Valerie Remington, Gail Shellberg, and Peter Shostak. Gail Shellberg completed his term in December after serving on the Board for eight years. Peter Shostak was elected to serve as Board Chair and James Lyall was elected as Vice Chair. Employee Appeal Hearines hi February the Board heard an employee appeal regarding a termination. The Board found that the termination was appropriate and also made procedural recommendations to the department involved. The City Manager upheld the Board's findings and recommendations. In October the Board heard another employee appeal regarding a termination. This appeal was held in two days, with the second day of the appeal being held on a Saturday in November. The Board was split in their findings. Three members voted to reinstate the employee and one member voted to uphold termination. The Board's findings were forwarded to the City Manager. Dialoe with the City Manaeer John Fischbach, City Manager attended the May meeting and the Board shared with him their support of the current policy of compensating employees at the 70`h percentile. The Board also expressed their recommendation for mandatory training for supervisors and managers. Mr. Fischbach shared information regarding budget issues involving employee medical benefits and asked for the Board's feedback on the City's benefit package. Benefits and Compensation Proiects In July, Vincent Pascale, Benefits Administrator presented information regarding City employee benefits changes necessary to address rising medical costs. Personnel Board Annual Report January 31, 2004 Page 2 of 2 In October, Peter Shostak and Gail Shellberg attended a City Council meeting to share with Council the Board's support of the City's 70`h percentile pay philosophy. The Board was provided periodic updates on the City's budget situation and the delay in employee Labor Market Adjustments. Other Once again the Board has expressed its concerns over the lack of a fully staffed and functioning employee management education program. The Board continues to operate as an advisory resource. Members have expressed interest in using their experience and insights to have more impact in guiding the philosophy and practice of the City's human resource management efforts through the Human Resources department.
