ANNUAL REPORT - 2003
BACKGROUND
The Cultural Resources Board consists of seven members. Regular meetings were held on
the last Thursday of each month from 12:00 p.m. to 1:30 p.m. at the Lincoln Center.
The Board receives monthly staff reports and acts in an advisory capacity to City Council
for the Cultural Services and Facilities Department that includes Lincoln Center, the Fort
Collins Museum and other responsibilities as needed. The Board reviews and advises staff
on the following: annual budget, facilities improvement and programming (exhibits, shows,
outreach) and other issues as they arise. The Board continues to gather community input on
cultural issues and represent the ideas expressed.
Members who served in 2003 were Marilyn Barnes, Ayleen Burns, Loren Hooper, Jennifer
Sterling Beccard, Jack Steele, Jon Wilkinson, and Ann Wilmsen. Ayleen Burns served as
Chairperson. Ann Wilmsen served as Vice -Chairperson.
Council liaison: Karen Weitkunat.
Staff Liaisons through April 2002 were Marty Heffernan, David Siever, Jill Stilwell, Cheryl
Donaldson and Libby Colbert.
Liaison from the Convention & Visitors Bureau was Rich Harter.
YEARLY HIGHLIGHTS - 2003
BUDGET PROCESS:
The Board provided input into the City's 2004-2005 Policy Agenda and Budget
process. The Board encouraged restoring the staffing and funding levels of the Fort Collins
Museum and the Lincoln Center prior to budget cuts and hiring freezes, specifically
reinstituting the Curator of Education position at the Fort Collins Museum.

CAPITAL IMPROVEMENTS PROJECTS:
The Board continues to stay abreast of community efforts to construct a new
performing arts center.
COLORADO B USINESS COMMITTEE FOR THE ARTS AWARD:
The Board spent several months preparing a comprehensive nomination package
for the Colorado Business Committee for the Arts award. Ann Wilmsen and Jennifer
Beccard spearheaded the effort to nominate Gary and Carol Ann Hixon for this
prestigious state-wide award given to businesses and community members that provide
outstanding support to the arts. The announcement of the award will be made public in
March of 2004.
SELECTION OF NEW CULTURAL SERVICES & FACILITIES DIRECTOR:
Board members Jennifer Beccard and Ayleen Burns served on the interview panels
for selecting the new director of Cultural Services and Facilities in August. They provided
valuable input into the decision making process.
FORT FUND:
The Board monitored the impact of the three -tiered funding system that was
instituted in 1998 and made changes as needed. The Board recommended funding in the
amount of $43,830 to 24 organizations in January, $105,200 to 15 organizations in April,
and $40,450 to 36 organizations in June. City Council approved all funding
recommendations. These grants resulted in support for over a hundred community cultural
and recreational events. The Board also continued to evaluate the Fort Fund process.

The Board maintained liaisons to the following cultural entities throughout the year:
Convention/Visitors Bureau — Marilyn Barnes (Ann Wilmsen alternate)
Fort Collins Museum — Jack Steele (Ayleen Burns alternate)
Art -In -Public -Places Board — Jon Wilkinson (Jennifer Beccard alternate)
